Fleet and Industrial Supply Center Norfolk Detachment Philadelphia intends to negotiate on an other than full and open competitive basis pursuant to FAR 6.302-1, ''Only One Responsible Source'', with Target Systems, Inc. of Mechanicsburg, PA. The required services are to provide engineering and technical services regarding the reduction and standardization of Hull, Mechanical, and Electrical Equipment in support of the Naval Sea Logistics Center, Mechanicsburg. The services are required for the period of 01 Jan 97 through 31 May 97 until the follow-on competitive acquisition is awarded. (Estimated award date for the follow-on is 01 Jun 97). The proposed cost plus fixed fee modification action to current contract N00140-94-C-BA41 will extend the period of performance five months. The applicable standard industrial code is 7379. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five (45) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed modification action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If a competitive solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation.
