874-7272. The Department of the Treasury's Financial Management Service
intends to issue a contract modification to Keystone Computer
Associates, Inc., 1055 Virginia Drive, Fort Washington, PA 19034. The
purpose of the modification is to increase the level of effort and
total dollar value of the current sole source contract with Keystone
for the acquisition of a Banking Communication System (BCS), and
related customization and maintenance services. The BCS, which was
purchased from Keystone in 1995, supports hundreds of Federal Program
Agencies by transmitting Fedwire and Same Day Payment Request payment
authorization to the Federal Reserve Bank (FRB) of New York. Keystone
is certified by the FRB as a provider of the BCS Fedwire fund transfer
services, and is the only vendor known to have an off-the-shelf system
which provides a direct link between an IBM 43XX platform and the
Fedwire network. The modification will authorize Keystone to develop
and implement new expanded fund transfer message formats recently
approved by the FRB. Interested vendors must submit a written
capability statement, including technical information sufficient to
demonstrate a bonafide capability to meet this requirement, to the
address shown above. Vendors not submitting this information or merely
requesting a copy of the contract will be considered nonresponsive.
