The Defense Supply Service-Washington intends to issue a solicitation for the ``Cost/Economic Research System, Operation and Support Program (CERs and O&S Program). The Cost Research Program supports all of the primary missions of the U.S. Army Cost and Economic Analysis Center (USACEAC) which include the following: (1) Developing cost & economic analysis policy, (2) Providing timely and quality cost and economic analysis support to the PPBES and other Army decision making processes, and (3) Implementing the DoD directed VAMOSC, EA, CCDR, and CAIG programs The contract will require three major tasking segments: (1) Developing new and/or improved data bases, including data collection, mapping, analysis, normalization, and data base implementation (2) Developing cost estimating relationships, cost factors, costing methodologies, and cost models, and (3) Conducting special cost analysis studies. Nine (9) programs will utilized the tasking segments they are Aircraft Systems, Missile and Space Systems, Wheel and Tracked Vehicle Systems, Communication & Electronic Systems, Information Management Systems, General Data Base/Information Architecture/Future Technology/PPBES Linkages (General Lot), USA Force Units, Financial Management and Operations, and Operating and Support Management Information Systems (OSMIS). This requirement will consist of six (6) Unrestricted Statements of Work (SOWs) and three (3) Restricted SOWs. The Partial Small Business Set-Asides and affiliates should average sales or receipts for the preceding three (3) years not exceeding $3,500,000.00. It is anticipated that Cost-Plus-Fixed-Fee, Requirements type contracts will be negotiated. The period of performance will be for one (1) year with four (4) one-year options.
