Department of Army, Fort Carson, Colorado has received an unsolicited proposal for an Energy Savings Performance Contract (ESPC) for three facilities on Fort Carson, Buildings 1860, 1864, and 6290. Competing unsolicited proposals may be submitted by other firms that have been prequalified by the Department of the Army, Huntsville, Alabama, for ESPC contracts with the Department of Defense. Prequalified firms interested in providing a competing proposal must respond in writing to the Directorate of Contracting, Attn: AFZC-DOC (Philip Grace), Building 6222, Fort Carson Colorado, 80913 within 15 calendar days of this notice. No formal request for proposals will be issued. Interested prequalified firms responding to this notice will be required to attend a one day site visit and briefing at Fort Carson, Colorado, between October 1, 1996 and November 1, 1996. The exact date to be determined. The purpose of this briefing will be to provide information regarding the Army's goals and objectives for an ESPC contract and to furnish data pertaining to current referenced facilities. Competing proposals submitted by prequalified firms, and received within 60 calendar days of the briefing will be considered and evaluated. Discussions and negotiations will be conducted with those firms submitting proposals that are determined to have a reasonable chance for award. (253)
