Minjack, Phone (703)604-6100 The Naval Air Systems Command intends to
issue a cost plus award fee (CPAF) contract to McDonnell Douglas
Aerospace (MDA) for the development, testing and integration of an
Advanced Targeting FLIR (ADV TFLIR) into the F/A-18 aircraft. The
proposed contract represents the Engineering and Manufacturing
Development (E&MD) and Low Rate Initial Production (LRIP) phases of the
ADV TFLIR program. The sole source contract will require the design,
development, fabrication, testing and integration of an ADV TFLIR into
the F/A-18 aircraft weapon system including the delivery of twelve
(12) E&MD units, twenty (20) LRIP units and two options that when
combined total an additional sixty eight (68) LRIP units. As the sole
designer, developer, manufacturer and supplier of the F/A-18 Aircraft
weapon system, MDA is the only firm which possesses the requisite
knowledge, experience and technical data required to successfully
complete the complex integration of an ADV TFLIR into the F/A-18
aircraft weapon system without compromise to the F/A-18 aircraft weapon
system, without causing unacceptable delays in meeting the Navy's
operational requirements and without substantial duplication of cost to
the Government. Furthermore, only MDA has the F/A-18 peculiar
engineering data and expertise, facilities and test equipment to
provide the Government's minimum needs in a timely manner. See note No.
