The Government intends to purchase on a sole source basis the following software, maintenance and training as manufactured and provided by SQL Software of Vienna, VA: fifteen (15) concurrent use seats of PCMS Dimensions Elite+ system to include the following components: PCMS*Change (Change Tracking System) (1 each); PCMS*Network (Network Library System) (1 each); PCMS*Version (Version Mgmt and Build) (1 each); PCMS*Integration (System Integration Interface) (1 each); PCMS*Archive (Archive, Retrieval and Transfer) (1 each); PCMS Client Support for: AIX, SUNoS, Solaris, HP-UX, Win NT, Win 3.1/95, VMS, DEC UNIX, X-windows; Runtime RBMS Repository; Maintenance for PCMS Dimensions Elite+ System software (12 months); Training on-site classes to include: PCMS Workshop Class (3 days); PCMS Admin Class (1 day); PCMS User Class (2 days); PCMS Build Class (2 days); Media on 4mm DAT, Cartirdge tape (1 each); Documentation (1 set). Annual software support shall include all updates, upgrades, enhancements and unlimited fax, email and telephone support Monday thru Friday exclusive of Government holidays and during the hours of 0800 to 1700. The Government requires a product which is not limited to configuration management of software objects (source code, make files, binaries, etc.) It requires the storage and management of documents and the component parts of documents. The software must perform in the Sun Solaris and x/Motif environment. The underlying relational database management system services must be provided by a major SQL-based RDBMS vendor. The tool suite must perform metric collection and reporting, object security, access control, workflow design, workflow processing, program builds, problem and change proposal tracking, form design, form fill-out, and allow other software applications such as test editors, authoring tools and search and retrieval engines to be ''plugged in''. The process management must efficiently allow for the development process created for one project to be copied and edited for application to a new project (development projects have a different development process). The work flow portion of the product must be robust in design and functional capabilities, including e-mail notification upon an event's occurrence or when no action has been taken by an assigned date. The product must allow the use of existing make files and provide a build engine that alleviates the user form having to maintain a make file. The product must allow metric data to be collected for a given object without having to make changes to database forms or tables. The product must allow for the creation to product reports, change requests and change proposals where forms are linkable in that one problem report may generate multiple change requests and be further linkable to files being changed. Text fields within the forms must allow for the test editor of the user's selection. The software must allow multiple process models to be created and utilized with the same database system. The product must minimize reliance on command line actions and scripts to provide its functionality. A combination of all of the above requirements is needed to meet the Government's needs. Award is to be made under Simplified Acquisition Procedures.
