Area transit Authority (WMATA) is soliciting industry review of a draft
specification for heavy rail cars in anticipation of a forthcoming
procurement. WMATA is interested in receiving review comments which
will enable preparation of a final solicitation specification that both
meets the technical requirements and facilitates the needs of
prospective contractors to the maximum extent possible. To this end,
comments and observations are requested to include (1) ideas with
respect to the advantageous application of existing new or promising
technologies which either may not be evident or may appear to be
prohibited in the daft; (2) Indications of errors or incompatibilities
between technical requirements; and (3) identification of additions,
deletions, alternatives which would enhance the product at equivalent
or reduced price or which would tend to reduce cost without incurring
product degradation. All commentary received will be given in-depth
consideration and will be used to the fullest extent possible in an
effort to maximize the efficiency of the procurement effort for both
WMATA and industry. Industry comments to be received by October 25,
