C -- INDEFINITE DELIVERY/INDEFINITE QUANTITY (ID/IQ) CONTRACT FOR ARCHITECT-ENGINEER (A-E) SERVICES TO PROVIDE TECH SUPPORT FOR THE SEISMIC ELEV AND REHAB OF FED OWNED AND LEASED BUILDINGS SOL w31ryO-5339-1864 POC Catherine Barnes, Contract Specialist, or J. N. Etheridge, III, Contracting Officer, 205-895-1385 (Site Code DACA87) Architect-Engineer (AE) services are required to implement the Army's seismic risk mitigation program which requires a minimum level of seismic life-safety in all buildings owned or leased by the Federal Government. This proposed contract will be a firm fixed price indefinite delivery/ indefinite quanity order contract not to exceed $6,000,000 per year and $750,000 per delivery order. In addition to the one (1) year basic contract, the contract will provide for two (2) additional option years at the same yearly and individual delivery order ceilings. The government minimum obligation under the contract is $120,000 for the first year. If the option years are exercised, the government minimum obligation will be $60,000 for each option year. Contract award is planned for June 1996. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is not required with this submittal. 2. PROJECT INFORMATION: The work shall include the seismic screening, analysis, design, prioritization, and mitigation of facilities, non-structural components, geologic hazards, and lifelines along with development of criteria related to these elements. Most facilities to be evaluated will be located at Army and Air Force bases throughout the United States. Other federal agencies will be considered for use of this contract to evaluate their facilities. 3. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion within the major criterion). Criteria a-e are primary. Criteria f-g are secondary and will only be used as ''tie-breakers'' among technically equal firms. a. Specialized experience and technical competence in: (1) Army seismic criteria along with design, screening, and evaluation standards published by FEMA under the National Earthquake Hazards Reduction Program and Executive Order 12941. (2) Seismic design codes along with current code development. (3) Current techniques for evaluating the post-yield behavior of buildings and other structures under seismic load. (4) Demonstrated capability to provide design drawings on computer-aided design and drafting (CADD) system. All final drawings will be computer-generated, plotted, and provided in a format and medium that will permit their loading, storage and use without modification or additional software on the Engineering and Support Center, Huntsville graphics system. The Engineering and Support Center, Huntsville graphics system consists of INTERGRAPH Corporation supplied workstations and personnel computers running Microstation Version 5.0, Project Architect, Project Layout, Inroads, MGE, and InXpress software with data input required on either a 5 GB or 10 GB 8mm data cartridge, Compact Disks (CD), 3.5 inch 1.4 mbyte floppy disk, or a 5 1/4 inch 1.2 mbyte floppy disk. State the CADD system to be used and demonstrate how it is compatible with the Engineering and Support Center, Huntsville system. b. Professional qualifications: (1) Registered professional engineers with demonstrated experience in seismic structural evaluation, design, and rehabilitation of buildings. (2) Registered professional engineers who specialize in geotechnical methodologies for determining geologic hazards and site dependent ground motions. c. Capacity to accomplish the work: The evaluation will consider the experience of the firm and subcontract or joint venture forces on similar projects and the availability of an adequate number of personnel in key engineering and geotechnical disciplines along with the management and quality control capability to accomplish the work. d. Past performance on DOD and other contracts with respect to quality of work and compliance with performance schedules: Firms with unsatisfactory or marginally satisfactory past performance evaluations (poor or below average) will be downgraded appropriately in consideration for award of this contract. e. Geographic proximity and knowledge of the project locality is not applicable to this contract. f. Extent of participation of SB, SDB, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. g. Volume of DOD contract awards in the last 12 months as described in Note 24: Equitable distribution of work among A-E firms, including small and small disadvantaged business firms and firms that have not had prior DOD contracts, will be a consideration of the selection board. This contract is not set aside under either of these criteria, however, responding large business firms are urged to consider seriously the award of subcontracts to small disadvantaged and other small business firms. Selected firm will be encouraged to subcontract work to qualified AE firms in the regions where the work will be performed. In determining the value of DOD awards over the past 12 months, awards to overseas offices for projects outside the United States, its territories and possessions, to a subsidiary if the subsidiary is not normally subject to management decisions and bookkeeping of the parent firm, or to an incorporated subsidiary that operates under a firm name different from the parent company will not be considered. Interested firms are requested to state in block 10 of the SF 255 the value of all A-E contract awards to the firm, including modifications, by the DOD during the previous 12 months as of the date of this announcement. 4. SPECIAL INSTRUCTIONS AND SUBMISSION REQUIREMENTS: The entire submittal package shall not exceed 160 pages, and blocks 7,8,and 10 of the SF 255 shall not exceed 40, 20, and 60 pages respectively; and SF 254 shall not exceed 20 pages. Any pages in excess of these limits will not be evaluated. See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit one copy of SF 255 and one copy of SF 254 for the prime firm and all consultants to the above address not later than the close of business 30 calendar days from the publication date of this announcement with ''day 1'' being the next day after publication. If the 30th day falls on a weekend or a holiday, the last day for receipt will be the following business day. Only one copy of the submittal is required. Also electronic tranmissions (i.e. facsimile, E-mail, etc.) Of SF 254s & 255s and any corrections or amendments to those submittals will not be accepted.
