architectural-engineering (A-E) services for Shaw AFB, SC, from
November 1996 through October 1999. These services include Title I
Services (field surveys and investigations required to obtain design
data, preparations of plans and specifications) with an option for
Title II Services (supervision and inspection of construction, review
of construction contractor submittals and shop drawings, preparation of
as-built drawings), and Title III Services which provide for the study
of master planning of a project. These services will be for a variety
of projects that encompass any or all of the architectural and
engineering disciplines. No single project shall exceed $299,000 in
fees. The A-E contractor is guaranteed a minimum of $5,000 in fees. The
total yearly fees for this contract cannot exceed $750,000. Performance
period will be one year and two (2) one-year options may be included.
The Government reserves the right to make more than one award from this
solicitation. The DoD policy for selecting firms shall not be based
upon competitive bidding procedures, but rather upon the professional
qualifications necessary for the satisfactory performance of the
services required. Significant evaluation factors include: (1)
Specialized experience of the Firm in the field required. (2)
Availability of experienced key personnel and consultants, and the
number of years the consultants have worked with the A/E firm. (3)
Capacity of the firm to accomplish the work in the required time. (4)
Past experience of the firm with respect to similar level work. (5) The
Firm must be located within a 120 mile radius of Shaw Air Force Base
located at Sumter, South Carolina. (6) Volume of work previously
awarded to the firm with the object of effecting an equitable
distribution of DoD A/E contracts among qualified A/E firms. (7)
AutoCAD capability. (8) Cost control effectiveness. (9) Full-time
construction inspection capability. (10) Innovative design capability.
