The objective of this 48 month effort is to provide information technology (IT) support for Rome Laboratory as it implements its Standards-Based Architecture (SBA) Master Plan for deploying and maintaining a world class, business driven IT architecture. A Draft RFP consisting of the draft Statement of Work (SOW) for the overall effort, draft Statement of Objective (SOO) for the first task, and draft Contract Data Requirements List (CDRL), will be released after 1 Oct 96 for your review and comments. The RFP will be released no sooner than 15 days after the receipt of the draft RFP comments. All companies who submit requests for the Draft RFP will also receive the final RFP when released. The Draft RFP for this action will be available electronically on the World Wide Web at Internet address www.rl.af.mil/cgi-bin/afbop. A partial read library containing technical information relating to this acquisition is available for review by potential offerors at Rome Laboratory/SBA-PO, 525 Brooks Road, Rome NY, 13441-4505. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be ''significant concerns'' and should be communicated directly to the Contract Specialist, Renee Arcuri, 315-330-4777. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
