Virginia Contracting Activity, on behalf of The Defense Intelligence
Agency (DIA), intends to solicit and negotiate with Computer Based
Systems, Inc. (CBSI) on a sole source basis to award a contract for
Automated Data Processing (ADP) services for the DIA Automated
Personnel Management Information System (APMIS). This procurement will
provide software development, testing, training, documentation,
maintenance, software modification, and technical support assistance to
modify the Government-owned Joint Manpower and Personnel System (JMAPS)
software to comply with DIA requirements for APMIS. CBSI developed
JMAPS and is the sole owner of critical source coding documentation for
JMAPS. CBSI possesses the in-depth knowledge of all the definitions of
data elements in the JMAPS database, as well as internal links,
indexes, and relationships among different tables in the database.
Since modifications to one module of the JMAPS software could have an
adverse affect on the operations of other modules of the software,
thorough knowledge of the internal design is crucial to implementation
of such changes. Other sources capable of satisfying this requirement
are invited to submit clear and convincing data substantiating their
capability to satisfy this requirement. All responses should reference
MDA908-96-R-0052 (cde). Interested parties have 15 days from the
publication date of this synopsis to submit their
qualifications/capabilities which shall clearly substantiate their
knowledge of the JMAPS program and their ability to modify this program
using the CBSI source coding documentation. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a full and
open competition basis. Responses received without the requested
information may be considered non-responsive to this synopsis. Oral
communications are not acceptable to this synopsis. A determination by
the Virginia Contracting Activity not to compete this proposed
procurement on a full and open competition basis, based upon responses
to this synopsis is solely within the discretion of the Virginia
