R -- SYSTEM ENGINEERING, PROGRAM MANAGEMENT AND TECHNICAL ASSISTANCE FOR THE JOINT COUNTERMINE ADVANCED CONCEPT TECHNOLOGY DEMONSTRATION SOL N00014-96-R-0009 POC Mrs. Rebecca A. The Office of Naval Research plans to issue an RFP for System engineering, program management, and technical assistance for the ONR Joint Countermine Advanced Concept Technical Demonstration (ACTD) as a 100% small business set-aside on or about 21 October 1996. The Standard Industrial Classification Code for this procurement is 8711 with a size standard of average annual receipts over a three year period not exceeding $20 million. The objective of the Joint Countermine ACTD is to demonstrate the capability to conduct seamless amphibious mine countermeasure operations from sea to land. The Contractor shall provide: Systems Engineering and Technical Assistance, Program Management Assistance in managing technology development and prototype programs, and assistance with preparing program plans, work breakdown structures, milestone schedules and costs, and related management procedures. This also includes such program management assistance as: preparation and review of competitive announcements, monitor and evaluation of program plans and schedules in organized program reviews, tracking of technical and fiscal milestones, and providing appropriate monthly and quarterly reports. The Contractor shall use Data Item Description (DI-MGMT-80227) for tracking ONR Contractor progress and monthly financial status. Additionally, ONR contract deliverables, as specified on the Contract Data Requirements List (DD Form 1423) will be tracked by the Contractor. Offerors must have Secret Facility Clearance.
