The Office of Justice Programs intends to award a sole source purchase order to Illinois Criminal Justice Authority (ICJIA), 120 S. Riverside Plaza, Chicago, IL 60606, to provide services and a report which will aid in improving procedures related to the Federal Bureau of Investigation's Supplemental Homicide Reporting (SHR) Program. This purchase order will be negotiated under the authority of 41 U.S.C. 253(c)(1) and FAR 6-302-1 -- Only One Responsible Source and no other supplies or services will satisfy agency requirements. The ICJIA is uniquely qualified to complete this procurement because this company's staff has developed and refined the Chicago Homicide Dataset which is the largest and most detailed datasets on violence ever collected in the United States. The dataset constitutes a comprehensive body of information about homicides committed in Chicago over the last 30 years. The ICJIA staff are in a singular position to do this work as well as having access to the resources of the ICJIA for computer and analytical support. This is not a request for quotation.
