This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number
F04626-96-B0011 is issued as a Invitation for Bids and will be awarded
as a contract. This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-39. This acquisition is 100% Small Business Set-Aside. The Standard
Industrial Classification is 4959. The size standard is $5 million.
The solicitation line items are as follows: 0001. Contractor shall
perform cleaning and sanitation in accordance with Standard Business
Practices and Health standards of 42 government furnished portable
chemical toilets. Toilets are located based wide on Travis AFB and the
Base Golf Course. Toilets are subject to being moved to different
locations as needed. Contractor is required to report to Bldg. 806 each
Wednesday to verify location of units throughout the base and pick up
and escort for restricted areas. Contractor shall perform the services
required under this contract during the hours of 0700 - 1600 HRS. Each
Wednesday. If a Federal holiday falls on a Wednesday the contractor
shall provide the service on the following work day. Period of
Performance is 01 Oct 96 through 30 Sep 97 plus three option years.
Quantity: 12 Months. 0002 Perform services as indicated above for
OPTION #1 For the Period of 01 Oct 97 through 30 Sep 98. Quantity: 12
Months. 0003 Perform services as indicated above for OPTION #2 For the
Period of 01 Oct 98 through 30 Sep 99. Quantity: 12 Months. 0004
Perform services as indicated above for OPTION #3 For the Period of 01
Oct 99 through 30 Sep 00. Quantity: 12 Months. All quotes received
shall be FOB destination/Travis AFB CA. The provisions at FAR 52.212-1,
Instructions to Offerors - Commercial Items; and FAR 52.212-4, Contract
Terms and Conditions - Commercial Items, apply to this acquisition.
There are no addenda to those provisions. The provisions at FAR
52.212-2, Evaluation-Commercial Items applies to this acquisition.
Paragraph (a) of FAR 52.212-2, evaluating factors are: price only.
Paragraph (b) of FAR 52.212-2 is exercised. The provisions at FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders - Commercial Items, applies to this acquisition.

provisions of FAR 52.217-8, Option to Extend Services and FAR 52.217-9,
Option to Extend the Term of the Contract (a) within 15, (c) not to
exceed 4 years, 6 months apply to this acquisition. The provisions at
DFAR 252.212-7001, Contract Terms and Conditions Required to Implement
Statue or Executive Orders Applicable to Defense Acquisition of
Commercial Items, applies to this acquisition. The following DFAR

under this solicitation. CBD Numbered Note #1 applies. Vendors wishing
to respond to this solicitation should provide this office with the
following: A bid on company letterhead for the requested items showing
unit price, extended price, prompt payment terms and correct
remittance address; and a completed copy of FAR Clause 52.212-3, Offer
Representations and Certifications - Commercial Items and DFARS
252.212-7000. Those companies not in possession of the above referenced
clauses in full text may contact this office and a copy of the clauses
will be faxed to you. Offers must be in writing and accompanied by the
completed Representations and Certifications, or they will be rejected.
