synopsis/solicitation for commercial items perpared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation;proposals are being requested and a written
solicitation will not be issued. RFQ#APHIS-96-2097 incorporates
provisions and clauses in effect through Federal Acquisition Circular
No. 90-40. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. Standard
IndustrialClassification is 3812. The following FAR cluases apply to
this acquisition: 52.212-1, Instructions to Offerors-Commercial;
52.212-3, Offeror Representations and Certifications-Commercial Items;
52.212-4, Contract Terms and Conditions-CommercialItems; 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items. The USDA, Animal and Plant Health
Inspection Service, Karnal Bunt Project, 3658 E. Chipman Road, Phoenix,
AZ has a requirement for aGlobal Positioning System having the
following salient characteristics. The GPS Field Units must (1) Be
capable of storing data for differential post processing of points to
1 to 5 meter accuracy. Attributee data entered in the field must
remainattached to the point or feature through after the data are post
processed; (2) Have an alphanumeric keypad with dedicated, non-shifted
alphabetic and numeric deys for dynamic entry of descriptions of
points, lines and areas. The user shall also becapable of creating in
the field or with PC software lists for descriptions of points, line
and areas, and enter these via a hierarchical menu feature; (3) Have a
minimum of 6 independent channels to permit continuous tracking of
available satellites.Provide ''CLEAR'', ''BLOCKAGE'', and ''CANYON''
tracking modes to accomodate different environments; (4) Be waterproof,
and dust-proof and be capable of withstanding impacts. An operating
range of -40C to 54C is required; (5) Have GPS receiver, patch
antenna,data collector and main battery components integrated into one
piece that can be held in one hand; (6) Have the ability to collect
remote in either static or dynamic modes with user-defined intervals.
Have the ability to ''nest'' point features withattributes within line
or area features without exiting the line or area session. The Post
Processing Software must have the following essential capabilities: (1)
Differential correction capability using Leica MX9212 and 9400, Rinex
data Ashtec,Trimble, and CMT Win base station data. Be able to store
several base station coordinates. Computes DOP's and residuals; (2)
Have ability to switch among coordinate system (LLA, UTM State Plane)
and maps datums (WGS84, NAD83, NAD27); (3) Be capable ofimporting and
exporting coordinate and feature data to/from Autocad (DXF), ArcInfo
