Specialist, CLARK, MILLIE, 202/508-3970 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
1PI-R-0599-96 and this solicitation is issued as an Request for
Proposal (RFP). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-40. The Standard Industrial Classification code is 2671, and small
business size standard is 500. Contract Line Item is: Paper, 3-ply, 10
point, semi-rigid Plastiprint, White, Matte Finish, 16 X 35-1/2,
Laminated between two layers of White Tag Stock, Sub 100, 16 X 35-1/2
(Tag Stock to be supplied, printed on one side. Estimated quantity is
250,000 sheets. A requirements type contract is anticipated. Period of
Performance is Date of Award through one year thereafter, with one
option year to follow consecutively, if exercised. Specifications are:
Service. Plastiprint materials and laminating service. 10-point
semi-rigid Plastiprint, white matte finish, to be laminated between two
layers of white tag stock, sub 100, 16'' X 35 1/2'', tag stock to be
supplied by UNICOR, printed on one side, forming 3-ply stock of
approximately 15 point material. Paper (Plastiprint) must be tear
resistant, cut square to ensure proper bonding. Plastiprint must be
permanently bonded on two sides with tag stock and maintain its
flexibility without separating. Vendor's price should include 10 point
Plastiprint, the cost of lamination, and delivery of the Plastiprint
to the laminating vendor. Vendor is responsible for waste factor above
2% on total order. Registration: Tag stock must register 10
Plastiprint front to back within 1/32'' and be square with Plastiprint
to enable precise die-cutting and scoring. Geographic Restriction:
Laminating vendor must be located within a 300 mile radius of Lompoc,
California and must allow UNICOR to conduct unlimited quality control
and accounting inspections of the finished product before final
shipping. Variation in Quantity is 3% increase and 3% decrease.
Delivery and acceptance is F.O.B. Destination to Federal Prison
Industries, 3901 Klein Blvd, Lompoc, CA 93436. Each delivery order has
a delivery requirement of 30 days after receipt of delivery order.
Minimum delivery orders shall not be less than 40,000 Sheets; Maximum
delivery order quantities shall not exceed 120,000 Sheets. The
provision at FAR 52.212-1, Instructions to Offerors - Commercial,
applies to this acquisition. Clause 52.212-2, Evaluation-Commercial
Items is applicable. Evaluation procedure is: Technical capability,
Past Performance and Price. Evaluation is inclusive of option year.
Clause 52.217-5, Evaluation of Options, applies. The Government
reserves the right to make award on initial offer received, without
discussions. Offerors shall submit signed and dated offers, either on
a SF33, or letterhead stationary to Federal Prison Industries, 320
First St. N.W., 4th Floor, ACACIA Bldg, Attn: Bid Custodian,
Washington, D.C. 20534 or overnight or express mail to 311 First St NW,
ACACIA, 4th floor, Attn: Bid Custodian. Facsimile offers are accepted
at 202/508-8498. Clause 52.215-18 Facsimile Proposals is applicable.
Offers must be received by 2:00pm, October 03, 1996 and indicate name,
address and telephone number of bidder, technical description of the
item(s) being offered in sufficient detail to evaluate compliance with
the requirements in the solicitation, terms of any expressed warranty,
price and any discount terms, remit to address if different than
mailing address, a completed copy of representations and certifications
at FAR 52.212-3, Offeror Representations and Certifications-Commercial
Items; acknowledgement of all amendments. Offeror must hold prices
firm in its offer for 60 calendar days from the date specified for
receipt. If offer is not submitted on a SF33, a statement specifying
the extent of agreement with all terms, conditions, and provisions
included in the solicitation. All offers that fail to furnish required
representations and certifications or information or reject the terms
and conditions of the solicitation may be excluded from consideration.
Clause 52.212-4, Contract Terms and Conditions-Commercial Items,
applies to this acquisition. Clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. Contact Millie

acceptance of a bid mailed or otherwise furnished to the successful
bidder within the time for acceptance specified in the bid, shall
result in a binding contract without further action by either party.
Before bid specified expiration time, the Government may accept a bid
or part of a bid after its receipt unless a written notice or
withdrawal is received before award. The bidder must specify business
