Separate and specific Delivery Orders (DO) will be issued for system, subsystem, and/or item requirements. A typical order could involve the following sequence of events: problem identification, concept formulation and trade-off considerations, item/process analysis and specification requirements analysis, requirements definition, planning, systems analysis, system design, software development, prototype, testing, system integration, simulation, maintenance, reliability and software quality assurance (SQA), engineering documentation and configuration management (CM). Tasks to be performed include Software Engineering, Knowledge Engineering, System Engineering (as it relates to computer systems development), Expert Systems Design, object-oriented design/development, reuse, Intranet/Internet development/deployment, System Test, Rapid Prototype/Pre- production Development, Installation, Project Management/Tracking, Technical Documentation Preparation, Special Studies, Integrated-Computer Aided Software Engineering (I-CASE) applications and bridges, Data and Business Process Modeling, Data Base Design, Data Standardization, Systems Re-host/Re- engineering utilizing client/server topologies, Communications, Hardware/Software evaluation, Configuration Management, Software Quality Assurance, and infusion of state-of-the-art technology. The Government intends to use a formal two-step procedure for this procurement. Offerors shall be required to submit for evaluation a technical proposal in Step One, and if determined in the competitive range, will be subsequently issued an Invitation for Bid (IFB) during Step Two. Two successful offerors will be selected in Step Two based upon lowest price. Period of performance for the contract will include a basic one-year period beginning from the date of contract award, with four option years. The approximate issue/response date will be 03 Oct 96. No telephone requests. Only written or faxed requests received directly from the requestor are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. This proposed procurement is under a 100 percent small business set aside, limited to eligible 8(A) concern, SIC: 8711, the size standard of annual receipts of $20.0 million dollars. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Jack S.
