The 11th Contracting Squadron/LGCA, Bolling AFB DC, intends to negotiate re Solicitation No. F49642-97-Q3018, a firm fixed-price, sole source contract with Johnson Controls Inc., 5470 General Washington Avenue, Alexandria VA 22312, to maintain the proprietary National Military Command Center computerized emergency power control system. The JC/85/40 system is to be upgraded with the following modifications to the present configuration. Furnish and install two (2) DSC-8500 digital system control panels in both the NMCC/s switch gear room and exide ups room, A&E Drive, in the Pentagon. Install one extended application workstation (EAW) network manager in the NMCC switch gear room. Furnish three (3) portable network management terminals for the JC/85/40 automation system. Furnish and install all required fiber optic modems and cable to be installed in a secured raceway system. Provide all required engineering, software (updates), database development, technical checkout and commissioning of all newly installed equipment. Provide input/output hardware as previously mentioned. Provide coordination and engineering support for inputs to be provided by the Government's authorized representative. Provide a one(1) year warranty of all equipment installed. This warranty shall be effective from the date of acceptance by the government of all operational equipment. Correct wiring deficiencies located within the switch gear room. Furnish and install control wiring for seven (7) spare breakers currently installed within Johnson Controls monitoring capability. Contractor shall bear all costs to include, labor, parts, travel, and such expenses as are necessary to complete the required modifications. Contractor shall further be responsible of any required fix actions necessary to any existing components, due to contractor's error in installation. Authority is 10 USC 2304(c)(1).
