Agency (DISA) hereby issues a Sources Sought DRAFT Request For Proposal
regarding transmission services to support Defense Information Systems
Network users within the Pacific Area Of Responsibility (AOR) which
currently includes, but is not limited to: Alaska, Hawaii, Guam, Korea,
Australia, Wake Island, Diego Garcia, Okinawa, Singapore, Johnson
Island, Kwajalein, Philippines, and Japan. The DTS - P will also
provideinter-operable transmission from the Pacific AOR to other areas
including the Continental United States (CONUS), Europe and Southwest
Asia. The transmission services shall support digital voice, data and
video services along with signal encryption capabilities between
points designated by the Government. The transmission requirements are
for dedicated bandwidth leased services comprised of full duplex (FD)
or half duplex (HD) transmission links with bandwidth ranging from T-1
through OC-48 (or higher if commercially available during the life of
the contract) between any two service delivery points (inter-country
andintra-country) within the service region. The system shall be
designed with an open architecture allowing for the incorporation of
evolutionary or new commercial-off-the-shelf (COTS)
open-systems-standards based technologies and media capabilities. The
Contractor shall be responsible for the engineering, acquisition,
installation, test, operation and maintenance of all communication
facilities and equipment necessary to provide the specified services.
The proposed contract will be a Fixed-Price Indefinite
Delivery/Indefinite Quantity Delivery Order type contract. The proposed
period of performance will be a one year base period and nine one year
option periods. The Government intends to issue the DTS-P Draft
Request for Proposal (RFP) to industry for comments, including
rough-order-of-magnitude pricing, on or about 1 October 1996. All
interested vendors must submit a written request for a copyof the Draft
RFP to: DISA/PAD; 5111 Leesburg Pike, Room 9178, Falls Church, VA
22041-3205. Neither facsimile or telephonic requests will be accepted.
Writtenrequests SHALL include the Company Name, Street Address, City,
State, NINE-DigitZip Code, Point of Contact (POC), POC Telephone and
facsimile numbers, Company Size and Status. If the company address
includes a post office box, the complete street address must also be
provided. Standard Industrial Code (SIC) 4899 will be used for
