JOHNSON, CONTRACTING OFFICER, (202) 401-9358 The Adminstration for Children and Families (ACF) intends to negotiate a modification with Research Assessment Management, Inc. by September 30, 1996 to existing contract number 105-92-1526. Negotiation of this modification will be on the basis of other than full and open competition to allow the Government to provide logistical support for training potential reviewers. The purpose of the modification is to enable the Government to appropriately train reviewers to understand the intended interpretation of the revised Head Start Performance Standards. The training is required as a result of the soon to be published final rule containing the first major revision to Head Start Performance Standards in 20 years. The authority for this noncompetitive modification is 41 U.S.C. 253(c)(1). See Numbered Note 22. (0257)
