Agriculture (USDA), Animal and Plant Health Inspection Service
(APHIS), Animal Damage Control requires a newly rebuilt Piper Super Cub
PA-18 or equal aircraft for use in predator control activities. ADC
intends to trade-in a USDA owned 1984 Interstate Model S182 Arctic Tern
aircraft and apply the trade-in value toward the purchase of newly
rebuilt aircraft. This is combined synopsis/solicitation for commercial
items prepared in accordance with the format in Federal Acquisition
Regulation (FAR) Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation No. 30-M-APHIS-96 is
issued as a request for quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-40. Simplified Acquisition Procedures
will be followed. All responsible sources may submit an offer for
consideration. The standard industrial class (SIC) code and small
business size standard are 3721 and 1,500 employees, respectively. The
contract line item numbers and quantities and units of measure (Bid
Schedule) are as follows: Item 1 - Newly Rebuilt Piper Super Cub PA-18
or equal, 1 Aircraft, Proposed Price $ ; less trade-in of USDA owned
1984 Interstate Model S182 Arctic Tern, SN-1028 (N-734 specification),
Proposed trade-in value $ . Total Offer (less trade-in) $ . The
salient characteristics of the Piper Super Cub PA-18 aircraft are as
follows: Fuselage - The Fuselage shall be placed in jig checked for
straightness. Any bent or corroded tubing shall be replaced accordance
with FAA Advisory Circular 43.13-1 and 1A. The fuselage shall be
completely cleaned, checked for corrosion, and reprimed. Tail beef up
tubes shall be installed if not previously accomplished. Additional
cross brace shall be installed to upper cabin deck. Landing gear
bushings shall be inspected and repaired as necessary. Floor boards
shall be inspected and installed as necessary. Stick boots and under
seat area protection shall be installed to keep spent ammunition from
jamming the flight controls. Fabric head liner shall be replaced with
more durable metal head liner. New rudder return springs shall be
installed. Inertia reel shoulder harness shall be installed in both
front and rear seats. Left hand shooting window shall be installed,
capable of being locked open in flight to provide an adequate angle of
fire for the aerial predator control gunner. Rear seat throttle
quadrant shall be removable by the gunner. Wings - All spars shall be
checked for airworthiness. No repairs to spars are authorized. If
damage is evident, spars must be replaced with new or serviceable
units. Root rib on each wing must be the new one piece stamped out rib.
All attach fittings must be inspected and new bushing installed as
necessary. Control Surfaces - All control services must be clean,
checked for corrosion, and reprimed. All bushings or bearings shall be
replaced with new ones. Struts - Struts shall be the type to eliminate
AD81-25-05. Cover - Aircraft shall be recovered with Superflite System
2 or equal life time fabric. Avionics - USDA owned, FAA com radio,
transponder, blind encoder, audio panel, and Government band radio
shall be installed. An FAA approved Emergency Locator Transmitter (ELT)
shall be installed. An intercom system between pilot and gunner capable
of ''hand-free'' or ''push-to-talk'' capability. Engine and Propeller
- Lycoming 0-320, 160 hp, and have a fresh overhaul. Propeller shall be
a Alaska Super Prop (PA-18 STC 11-SA279AL), 82'' diameter, 43 or 44
pitch. General Specifications - New control cables shall be installed
throughout the aircraft. The aircraft must have adequate equipment and
instruments for Visual Flight Rules (VFR) day and night operations in
accordance with Federal Aviation Regulation 91.205. Aircraft shall
have Cleveland wheels and brakes. Tires shall be 8:50X6 to meet Alaska
Super Prop STC specifications. New glass shall be installed as
necessary. Plexiglass that is scratched or crazed is not acceptable.
The aircraft shall be assembled with new AN hardware. The aircraft must
possess a Standard Airworthiness Certificate and have a fresh annual
inspection at time of delivery to the Government. The aircraft shall
have an oversized 3 inch extended heavy duty landing gear. The aircraft
shall have a large tail wheel, Scott Model 3200 or equal. The aircraft
shall have a full electrical system to include battery, starter, and
alternator. The Government owned 1984 Interstate Model S182 Arctic Tern
has the following features: Engine- Lycoming 0-320-A2B, 160HP, 1,350
hrs. Since last overhaul; Propeller - McCall GM8242 Super Prop, 163
hours since new; Total Aircraft Time- 5,374 hrs; Complete Recover:
January 1987; Annual Inspection - July 1996; Tires - Goodyear 8.50 x 6,
8'' Scott Tail Wheel; Wheels and Brakes - Cleveland; Instruments -
Sensitive altimeter, airspeed indicator, vertical speed indicator, 4
probe EGT, Scott oil temperature and pressure gauges, electric turn and
bank indicator, vertical card magnetic compass, and recording
tachometer; Radios - King, KX155 Nav/Com w/intercom, KA 134 audio
panel, and KT 76A Transponder w/Mode C; Lighting System - Nav Lights,
instrument lights, landing lights, wingtips and tail strobe lights;
and, Baggage Compartment - fiberglass. Make and Model of Aircraft
