System Office (ASC/LN), anticipates issuing, on or about 30 Sep 96, a
sole source solicitation to E-Systems, Goleta Division (ESGD), Goleta,
CA 93117, for the production of the AN/ALE-50(V) Towed Electronic
Countermeasures Decoy System. Potential subcontractors may contact

to procure AN/ALE-50(V) component hardware for the F-16, B-1, and
F/A-18 E/F, including appropriate data and warranty, as follows. Best
Estimated Quantity (BEQ) reflects current planned quantities and
current budgetary restraints. Maximum Quantity (MQ) is the ceiling for
hardware procurements. A variation in quantity approach tied to a
production commitment clause will be used. The basic contract (Lot
1/FY97) will consist of decoys (767 BEQ-1534 MQ), 1X2
Launcher/Controllers (106 BEQ-159 MQ), and F-16 Magazines (180 BEQ-270
MQ). Option 1 (Lot 2/FY98) will consist of decoys (1302 BEQ-2604 MQ),
1X2 Launcher/Controllers (332 BEQ-498 MQ), F-16 Magazines (565 BEQ-848
MQ), 1X4 Launchers (29 BEQ-35 MQ), and B-1 Magazines (86 BEQ-103 MQ).
Option 2 (Lot 3/FY99) will consist of decoys (1350 BEQ-2700 MQ), 1X2
Launcher/Controllers (308 BEQ-462 MQ), F-16 Magazines (524 BEQ-786 MQ),
1X4 Launchers (51 BEQ-61 MQ), B-1 Magazines (152 BEQ-182 MQ), and mass
models (317 BEQ-634 MQ). Option 3 (Lot 4/FY 00) will consist of decoys
(1412 BEQ-2824 MQ), 1X2 Launcher/Controllers (95 BEQ-143 MQ), F-16
Magazines (162 BEQ-243 MQ), 1X4 Launchers (51 BEQ-61 MQ), B-1 Magazines
(152 BEQ-182 MQ), and mass models (422 BEQ-844 MQ). Option 4 (Lot
5/FY01) will consist of decoys (1826 BEQ-3652 MQ), 1X2
Launcher/Controllers (76 BEQ-114 MQ), F-16 Magazines (129 BEQ-194 MQ),
1X4 Launchers (51 BEQ-61 MQ), B-1 Magazines (152 BEQ-182 MQ), and mass
models (185 BEQ-370 MQ). Option 5 (Lot 6/FY02) will consist of 1X2
Launcher/Controllers (44 BEQ-66 MQ), F-16 Magazines (75 BEQ-112 MQ),
1X4 Launchers (29 BEQ-35 MQ), and B-1 Magazines (86 BEQ-103 MQ). The
sum of quantities procured in all lots is currently planned to be 6,657
decoys, 961 1X2 launcher/controllers, 1635 F-16 magazines, 211 1X4
launchers, 628 B-1 magazines, and 924 decoy mass models. If funding
permits more components to be procured in the early years, less will be
procured in the later years. If funding is reduced in any year, the
lower quantities procured in that year may be made up in subsequent
years. Contract award is anticipated in Dec 96 with first delivery
commencing Feb 98. Anticipated completion date of the basic effort is
one year thereafter. Similarly, options will be on an annual basis.
Time and Material (T & M) provisions will be established for Contractor
Logistics Support to repair non-warranty decoy failures. Additionally,
a twelve month T & M provision followed by six month T & M option(s)
will be established for Interim Contractor Support to repair
non-warranty 1X2 Launcher/Controller failures. A separate provisional
contract line item structure will be established for Foreign Military
Sales (FMS). There are no known FMS requirements at this time. The
sources sought synopsis published 19 Apr 96 and subsequent market
survey, yielded ESGD, the AN/ALE-50 (V) Engineering and Manufacturing
Development (EMD) prime contractor, as the only source currently
capable of meeting both Air Force and Navy operational requirements. A
validated Reprocurement Data Package is not available. The government
intends to procure this system on a sole source basis in accordance
with FAR 6.302-1(a)(2)(ii). The substantial duplication of cost to the
government that would result by awarding a contract to another source
cannot be recovered through competition and award to another source
would result in unacceptable delays in fulfilling requirements. It is
impracticable to distribute the applicable specifications with the
soliciation. These contract documents are being finalized in EMD and
may be examined or obtained at ASC/LNA when complete. Estimated
completion for finalized segment specifications is 30 Sep 96. Contact

substantial initial investment or an extended period of preparation for
manufacture. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

should only be contacted with issues or problems that have been
previously brought to the attention of the contracting officer and
could not be satisfactorily resolved at that level. Regarding 10.
above, closing response date is 30 days after issuance of the
