The proposed contract action is for supplies for which the Government does not have specifications to permit full and open competition; however, it is restricted to the approved source: Jaco Engineering, Anaheim, CA. This is a flight-safety part requiring fatigue testing prior to approval. The time required for approval of new suppliers is such that award and delivery cannot be delayed pending approval of a new source.
