synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Offers are being requested and a written
solicitation will not be issued. Solicitation No. RFQ 550-42-96 is
issued as a request for quotation (RFQ). The Standard Industrial
Classification Code (SIC) is 3531 and the Small Business Size Standard
is 750 employees. The successful contractor shall provide delivery,
FOB: Destination, of a used or refurbished telescoping boom lift which
has been restored to first-class operating condition. The lift should
have a working height of no less than 66 feet. The lift should be
self-propelled with either a diesel or gas engine and have an
articulating boom. The platform size desired is larger than standard,
and it shall have proportional telescoping controls. A four-wheel drive
chassis with all alarms and/or beacons as required by law is desired.
The Government is aware that lifts come in all sizes with many standard
or optional features. It wants the best value for its money; however,
it is not aware of used equipment available in the marketplace. The
items listed above are brand name or equal to the JLG Industries Model
80HX/4WD or the Mark Industries Model CH60C. These comparisons are
intended to be descriptive, not restrictive, and are to indicate the
quality of products that are satisfactory. To be included with this
lift are instruction and user manuals and at least a six-month
warranty. Technical information plus descriptive literature must be
provided with each proposal received. This procurement is subject to
the availability of funds. Price and technical capability of the
equipment offered are factors which will be evaluated for award. The
Government will award a firm fixed-price contract resulting from this
solicitation to the responsible offeror which is the most advantageous
to the Government, price and other factors considered. The
solicitation provisions clauses incorporated herein are those in effect

shall be listed on the quotation. All offers must be received by close
of business (4:15 P.M. CST) 9-27-96. Late offers will not be accepted.
