44 -- REFURBISHMENT OF HIGH TEMPERATURE FURNACE SOL DAAL01-96-R-9826 DUE 093096 POC Eileen Frazier, Contract Specialist, (301) 394-3374, Louise Mudd, Contracting Officer, (301) 394-1365. This modifies the synopsis previously published in the CBD on 07/17/96. The purpose of this modified synopsis is to change from sole source to full and open competition. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DAAL01-96-R-9826. This acquisition is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-39. The associated standard industrial classification code (SIC) is 3567. The small business size standard is 500 employees. The following is a list of contract line item numbers and items, quantities and units of measure. CLIN No.: 0001, DESCRIPTION: Refurbishment of CM Model 3100 bottom loading furnace to include delivery to Chestnut Run, DE, installation and training, QTY: 1, UNIT: ea. Description of requirements: The furnace is currently located at Aberdeen Proving Grounds, MD. The reburbished furnace shall measure 36 in. x 36 in. x 36 in. inside volume and shall have the capability of operating continuously at 1700 degrees C in air; be able to ramp up to that temperature at 300 degrees C per hour; shall use Kanthal Super 1800 elements in the 9/18 mm size. The temperature uniformity shall be +/- 5 degrees C within furnace chamber. It must use a 150 kW power supply and step-down transformer at a minimum. The insulation package shall be a block graded design employing 99.7% alumina brick on the hot surface backed by high purity fiber insulation. The furnace shall have a sight port and diagonal gas ports. Temperature shall be controlled with a Programmable controller capable of having a minimum of 65 ramps and 65 holds, using a type B thermocouple and there shall be an independent over temperature protection using a separate type B thermocouple. The bottom loading mechanism shall have a 2000 lb. capacity. The bottom loading platform shall be a steeped pedestal with a high purity dense alumina load bearing surface. Delivery to Chestnut Run, DE is required within 30 days of contract award. Acceptance shall be performed at Chestnut Run. The FOB point is destination. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this aquisition. The following addenda have been attached to this provision: 52.215-16, 52.216-1 and 52.233-2. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Offeror shall provide a detailed description of technical approach to be used to include, at a minimum: (a) types and thickness of insulation, (b) number and placement of heating elements, (c) size of power supply and step down transformer spec, (d) type of programmable controller to be used, and (e) number and types of thermocouples. Offeror shall provide a physical description of the furnace to address size, weight, lay out of components, electrical requirements and any other requirements, i.e, cooling water, lab air. The design and operation of the bottom loading platform shall be shown. The offeror shall provide a detailed list of specs for the furnace to include (a) maximum temperature, (b) maximum temperature ramp (empty and with maximum load), (c) number of programmable ramps and holds, (d) weight capacity of furnace and bottom loading mechanism, and (e) data acquisition capability. The offeror shall describe past contractual performance on three similar systems delivered during the last three years. The offeror shall provide pertinent information including agency/company, technical representative name, address and phone number, final cost and delivery date. The offeror shall propose a schedule for completion and verification of furnace. In accordance with FAR 15.605(d)(1), all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications - Commercial Items, with its offer. Offerors shall also include their Contractor Establishment Code (CEC) and Commercial and Government Entity (CAGE) Code. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition. The following additional contract reaquirement(s) or terms and conditions apply: The Contractor shall provide an industry standard warranty to include parts and labor, for a period of one (1) year from the date of delivery.
