Contract Action (NOCA). The Air Combat Training Systems (ACTS)
Integrated Product Team (IPT), Aeronautical Systems Center (ASC), Eglin
Air Force Base, Florida, plans to award a firm fixed price contract
with an award fee for an upgrade to the existing Air Warrior
Measurement and Debriefing System (AWMDS) installed at Nellis AFB, NV,
and at Fort Irwin, CA. Initial AWMDS installation was completed in
late 1993 as the National Training Center/Air Warrior (NTC/AW) system.
The AWMDS interacts with US Army National Training
Center-Instrumentation System (NTC-IS) instrumentation installed at
Fort Irwin, making it possible to conduct realistic air-to-ground and
surface-to-air combat training, as well as the conventional air-to-air
MDS training capabilities. The AWMDS and NTC-IS continuously exchange
all participant and engagement related data (e.g., position location,
weapons type and status, engagement events and results, etc.) via
communications links between Nellis AFB and Fort Irwin. The AWMDS
consists of a Tracking Instrumentation Subsystem (TIS) array (at Fort
Irwin), the Control and Computation Subsystem (CCS), Display and
Debriefing Subsystem (DDS) consoles (at both Nellis AFB and Fort
Irwin), and Aircraft Instrumentation Subsystem (AIS) pods (installed on
Air Force aircraft flying out of Nellis AFB). The pods are Air Combat
Maneuvering Instrumentation (ACMI) pods that have been modified by the
addition of laser detectors to allow them to operate with NTC-IS
Multiple Integrated Laser Engagement System (MILES) instrumentation.
The pods detect simulated surface-to-air engagements by MILES
instrumentation on Army weapons and process and downlink those data, as
well as data regarding use of aircraft weapons, to the AWMDS CCS where
engagement simulations (both air-to-ground and surface-to-air) are
processed using table-look-up information for weapons types, target
types, distance-between-participants, and other significant factors to
determine kill probabilities that are then converted to kill
determinations for each engagement. Aircraft are tracked using
ground-based ACMI multilateration instrumentation. A total of 21 TIS
interrogator sites are used to provide tracking coverage of the Fort
Irwin training ranges. The continuous exchange of data between the
NTC-IS and the AWMDS central processors makes it possible to monitor
training with up to 36 aircraft participants and up to 700 ground
particpants and to conduct post-mission debriefings, at Fort Irwin as
well as at Nellis AFB. To allow the Army to conduct debriefing at the
unclassified level out in the field during their training exercises, a
Secure Data Filter subsystem has been added at Fort Irwin to strip out
classified portions of the debriefing data. The required upgrade of the
AWMDS shall: a) Upgrade the ground subsystems (CCS, display subsystems,
communications subsystems, secure data filter) to be compatible with
processing and displaying the NTC-MILES II capabilities (such as, the
Enhanced Player Identification (EPID) and Simulated Area Weapons
Effects (SAWE)) while retaining backward compatibility with the MILES
I, (b) Modify the 39 P4AW pods to allow processing of the EPID
information associated with the NTC-IS MILES II upgrade and provide
time-tagging of data received via F-16 aircraft MIL-STD-1553 interface
(to allow improved and realistic system performance for No Drop
Weapons Scoring (NDWS) and weapon and target parings), (c) Change the
CCS to process data from 2,200 NTC participants (expandable to 4,400),
(d) Change the display subsystems to process and display 2,200 NTC
participants (expandable to 4,400), (e) Upgrade the communications
links to accommodate the transfer of the necessary data for up to 2,200
NTC participants (expandable to 4,400) from Ft. Irwins NTC-IS to the
CCS and display subsystems with minimal loss of data, (f) Ensure that
the system upgrade will not degrade the existing AWMDS in its timing,
throughput, or display characteristics, (g) Upgrade the computer system
to an open architecture design, (h) Provide space in the P4AW pods for
future incorporation of the Advanced Message Oriented Data Security
Module (AMODSM) on another solicitation, (i) Ensure that the secure
data filter accommodates the system upgrade to 2,200 NTC participants
(expandable to 4,400), (j) Upgrade the present AWMDS functionality to
provide improved and realistic system performance for NDWS and weapon
and target pairings and, (k) Ensure the AWMDS Upgrade is Advanced
Distributive Simulation (ADS) Interactive AirForce Output only
compliant at the system level. The system functionality upgrade
includes, but is not limited to, the following processing for A-10,
F-16, and F-15E aircraft types: CCS processing of specific weapons
release latencies and CCS processing of ejection velocity associated
with the different bomb release racks. System initial operating
capability (IOC) is required ASAP but no later than the first quarter
of FY 99. The CCS and ADDS software is owned by the USAF and will be
provided as Government-furnished software. The essential requirements
of this contract will be for the hardware and software modification of
the AIS pods and P4B AIS test sets, acquisition of commercial off-the
-shelf (COTS) CCS and DDS hardware, assembly of this hardware into an
operational subsystem, software modifications to the CCS, DDS, and
ADDS installation, and integration of subsystems into the AWMDS, and
test and demonstration of the integrated system. Subject to the
availability of funds or approval in accordance with AFMC FAR
Supplement 5332.702-90(a)(4) an RFP is scheduled for release within the
first two weeks of October 1996 with proposals due 45 days later.
Contract award is planned for late February 1997 with an anticipated 21
month performance period. Information associated with this program may
be classified up to and including SECRET/NOFORN. The computer system
must be accreditable in accordance with current USAF computer security
policies. An AWMDS technical library is available containing the
current technical orders, and other information relevant to this
acquisition. A 24-hour limitation for temporary loan of this

access to the technical library. Certification is accomplished using DD
Form 2345, Military Critical Technical Data Agreement. A statement of
Terms and Conditions for Release of Air Force-Owned or Developed
Computer Software Packages must be completed by each offeror and
returned to ASC/VXC prior to being granted access to the Air Force
