Officer, 301-286-7244. The NASA/Goddard Space Flight Center intends to
issue Request For Proposal RFP5-61986/037, on a sole source basis
Network Appliance Corporation located in Rockville, MD. This action is
being done under the statutory authority of the Federal Acquisition
Regulation (FAR), 10 U.S.C. 2304 (C) (1), Only One Responsible Source.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. A written solicitation
is not contemplated for this requirement. This announcement
constitutes the only solicitation; bonafide proposals are being
requested if the sole source requirement can be met. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-39. This acquisition will be
for the upgrade of a Government owned Network Appliance Server Model
1400 (using the upgrade credits) to Rack Mount NETAPP F540. The upgrade
will consist of the following components: (1) Qty. 2-part Number (P/N)
F540-128-2N-UG1400 (FAS 1400 Server to rackmount netapp F540 server),
(2) Qty. 2-P/N X314 (128MB ECC read cache upgrade), (3) Qty. 6-P/N
X311 (2MB NVRAM write-cache upgrade), (4) Qty. 2-P/N X2015 (PCI-Bus
based dual 2 channel fast/wide/diff SCSI disk controller), (5) Qty.
2-P/N X1101 (Dual-attached fiber PCI-BUS based turbo FDDI controller),
(6) Qty. 2-P/N X623 (Storage shelf pair for 19'' rack), (7) Qty. 6 P/N
X614 (Storage shelf pair for 19'' rack), (8) Qty. 1-P/N SK-F540 (Spare
kit for F540), and (9) one year warranty. The Network Appliance Server
Model 1400 is a proprietary device, and all parts required to upgrade
the F540 are fully compatible with the Model 1400. All of the above
parts are also proprietary to Network Appliance Corporation. In
addition, the Government has accrued upgrade credits for the project.
This Upgrade will maintain the functionality of the current system and
include the following: (1) support high bandwidth connecctivity, (2)
respond to average NFS I/O requests in 5 mili-seconds or better, (3)
handle 200 NFS I/O operations or better, and (4) provide fault-tolerant
RAID. The FOB point shall be destination. The date of delivery will be
within 14 days of contract award. The place of delivery will be
GSFC/NASA, Receiving and Inspection, Building 16W, Code 239, Greenbelt,
MD 20771. Offerors are advised to include a completed copy of the
provisions at 52.212-3, Offeror Representation and Certification
Commercial Items, with their offer. The following provisions shall be
included in the this solicitation: 52.212-1, Instruction to
Offerors--Commercial 52.212-4, Contract Terms and
Conditions--Commercial Items. The addendum to 52.212-4 are as follows:
A.1.1. Type of Contract--This contract will be firm fixed price.
A.1.2. Electronic Funds Transfer Payment Methods (52.232-28) APR (1989)
as modified by NASA FAR Supplement 18-32.908 A.1.3. Warranty of
Purchased Equipment (GSFC 52.246-108) (OCT 1988) 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders--Commercial Items. The proposals are due by October 1, 1996, at
NASA/GSFC, Code 211, Building 8, Room 511, Greenbelt, MD 20771 by 4:30
pm. EST. All responsible sources may respond by submitting a parts
list, pricing, a written narrative statement of their capability,
including detailed technical information and /other technical
literature, demonstrating their ability to meet the above requirement,
within 15 days of the publication of this synopsis/solicitation, to
the above address. This response shall be sufficient to permit agency
analysis to establish bonafide capability to meet these requirements.
