SOL S-OPRAQ-96-R-0635 DUE 121096 POC Tom Blankenship, Contract Specialist, (703) 875-4684, or; Eldred Jackson, Contract Specialist, (703) 875-6076, or; Sally Allen, Contracting Officer, (703) 875-6020 Conduct a comprehensive job analysis of generalist officer jobs in the Foreign Service (FSO jobs) of the U.S. Department of State. The Department employs approximately 4,100 FSOs worldwide. The contractor may also be asked to conduct optional job analyses of other personnel groups within the Department's Foreign Service, and of the generalist Foreign Service officer corps of the U.S. Information Agency, and to configure one or more of those analyses to accomplish different specified purposes. At a minimum, the job analysis core study is expected to identify (1) the tasks required for generalist officer jobs at each grade level within the Department's Foreign Service, and (2) the knowledge, skills abilities and other requirements needed for those jobs. This job is being carried out to fulfill the terms of Consent Decrees relating to two class action lawsuits against the Department of State. Prospective offerors will be required to submit technical and cost proposals for evaluation and award of a cost plus fixed fee contract. All responsible sources may submit a proposal which shall be considered by the Department of State. A secret clearance is required for all contractor personnel who will be working in Main State or visiting posts abroad. Typists and data processors at the contractor's home office need not be cleared. Contractor personnel, whether cleared or not, must be American citizens. A preproposal conference will be conducted for prospective offerors on Tuesday, November 12, 1996, at 1:30 p.m. in Room 1107 of the Main State Building in Washington, DC.
