requires the services of professional surveying individuals/firms,
licensed to do business in the State of Florida, for cadastral surveys
and conservation easements of farm properties located throughout
Florida covering seven individual areas established as District 1 -
Escambia, Santa Rosa, Okaloosa, Walton, Holmes, Washington and Bay
Counties; District 2 - Jackson, Calhoun, Gulf, Gadsden, Liberty,
Franklin, Leon, Wakulla and Jefferson Counties; District 3 - Madison,
Taylor, Lafayette, Suwannee, Hamilton, Columbia, Baker, Union, Nassau
and Duval Counties; District 4 - Dixie, Gilchrist, Levy, Alachua,
Marion, Bradford, Clay, Putnam, Flagler and St Johns Counties; District
5 - Citrus, Hernando, Pasco, Sumter, Lake, Polk, Volusia, Seminole,
Orange, Osceola and Brevard Counties; District 6 - Pinellas,
Hillsborough, Manatee, Sarasota, Hardee, DeSoto, Highlands, Glades,
Okeechobee, Indian River, St Lucie and Martin Counties; District 7 -
Charlotte, Lee, Hendry, Collier, Monroe, Palm Beach, Broward and Dade
Counties. This notice is for requirements contracts with a base year
plus four (4) option years subject to availability of funding. The
three top ranked firms for each district will be selected for award of
a contract. The Government estimate for each district is $25,000 to
$50,000 for base year and $25,000 to $50,000 for each option year.
Qualified individuals/firms interested in providing professional
surveying services of the type listed above are hereby invited to
submit Standard Forms 254 and 255. If interested in more than one
district, submission of a SF 254 and 255 will be required for each
district with the district number identified in the submission. The
selection criteria set forth in FAR 36.602-1 will be used in
conjunction with the specialized selection criteria to assess your
qualifications for this project. Selection of firms for negotiation
shall be through an order of preference based on the following criteria
presented in descending order of importance: (1) Professional
qualifications necessary for satisfactory performance of required
services and a description of the role of the registered land surveyor
in all phases of the project. (2) Specialized experience and technical
competence in retracement procedures for section subdivision,
proportioning corners and rules of evidence applied to original corner
searches and a description of the approach used to resolve problems
resulting from conflicts of surveys, possession or title. (3) Capacity
to provide adequate and appropriately skilled personnel to complete
the work, and an estimate of the average time to complete the work
(assuming weather is not a factor). (4) Past performance on contracts
with Government agencies and private industry in terms of quality of
work (provide a sample of similar survey), cost control (provide an
explanation of the relevant factors used in establishing price of
sample survey submitted), and compliance with performance schedules.
(5) Geographical location of firm, district(s) in which work is
desired, and knowledge of each designated district. The Government
intends to negotiate with selected A-E firms on the short list, a
fixed-price contract to cover the base year twelve-month period, plus
four option years. Surveyors must meet the licensing requirements of
the State of Florida prior to the award of a contract. All responsible
sources meeting the licensing requirements described in this notice
and who wish to be considered for this contract should submit a SF-254
and SF-255 (one for each district) to be received in this office on or
before close of business thirty (30) calendar days after the appearance
of this announcement in the Commerce Business Daily (should the date
fall on a weekend or holiday, the SF-254 and SF-255 will be due the
first workday thereafter). Indicate this number, 09-7-001Q in Block 1
of the SF-254. This is not a request for proposal. Orders placed during
base year and option year, if any, are subject to appropriation funds
by the US Congress for this program. Orders placed against this
contract will not exceed $25,000 for any single order, any single order
