C. McTeer, Fax, 703-280-8412. The Postal Service is seeking sources and
qualification statements from firms as detailed below. We are currently
designing and developing a number of critical automated systems for
mail delivery processing, sortation, retail, vending, and forwarding,
which require high quality, reliable software. These systems include
real-time process and machine control applications, embedded software,
and plant-wide and multi-plant data integration systems. In addition,
we are implementing software processes to increase the quality of
software releases, including methods and procedures to develop, test,
deploy, and maintain USPS automation software. We are in need of
Independent Verification and Validation (IV&V) services for these
systems and their software. These services include requirements
verification, traceability analysis, interface analysis, deliverables
validation, independent testing, proposed change requests review,
reviews and audits participation, tools, techniques, and methodologies
usage, and Software Verification and Validation Plan (SVVP)
development. The successful contractor(s) will be required to have an
office in the Washington, DC metro area. Tasks will be performed
on-site at USPS in Merrifield, VA or at other USPS facilities
throughout the United States. We are seeking qualification statements
from only those firms who can adequately demonstrate the following
capabilities: (1) Perform the technical requirements stated above,
particularly pertaining to real-time process control applications and
embedded systems; (2) Experience, both current and past performance on
contracts of similar scope and nature; And (3) Financial stability as
demonstrated in the company's most recent annual financial statement.
Only those firms who are determined to be qualified will be considered
for any resulting contracts. Interested firms should prepare a summary
of their qualifications, not to exceed twenty (20) single-sided pages,
which must demonstrate that they possess the capabilities stated above.
The twenty (20) pages does not include the annual report. The
qualification statement must be submitted in an original and nine (9)
copies, and an original and one (1) copy of the annual report to the
