Provide all personnel, equipment, tools, materials, transportation, supervision, and other items and services necessary to perform all custodial services as defined in the Performance Work Statement (except as specified in Section C-3 as Government furnished property and services) at Onizuka Air Station, Sunnyvale California and Onizuka Annex 2, Moffett Federal Airfield, Mountain View California. Some of this performance will require access to restricted areas. The duration of the contract period is contemplated to be a one year basic contract (beginning on or about (o/a) 1 January 1997) followed by four one-year options. Proposals will be evaluated with regard to the Contractor's past performance as well as the pricing. The anticipated issue date is o/a 01 Oct 96. The anticipated site visit is o/a 11 October 1996. The anticipated bid opening date is o/a 1 November 1996. The anticipated award date is o/a 1 January 1997. It is absolutely vital to this requirement that the contractor be self-sufficient in the preparation and execution of Management and Quality Control Plans. It is also a requirement that contractor's personnel who will need access to restricted areas, have (on the first day of contract performance) a favorable National Agency Check background investigation or be escorted by contractor personnel who have said favorable background investigations at no additional cost to the Government. See Note 4. The proposed contract is restricted to firms in the ``Transitional Phase'' (at least 5 full years) of 8(a) Program participation.
