757-864-2437. The Contractor shall provide a Turnkey project including
design, furnish, and installation of a four-fan duct burner system for
a vent stack system. Work shall include, but is not limited to, project
management, engineering and design, electrical work, removal of
existing fans, motors, controls, and wiring, demolition of the existing
fan ducts, modifications to the existing vent stack enclosure,
modifications to existing supports for the new ductwork and piping,
modifications to existing fiberglass and foam rain cover, tie-in to the
natural gas line, installation of the new burners, fans, ducts,
silencers, instrumentation, power, wiring, controls, and safety
interlocks, and commissioning of the new fan duct burner system
including subsystem and operational tests. It is NASA's policy to
obtain maximum practicable competition consistent with the nature of
each procurement. However, to prevent unnecessary expense associated
with the preparation and submission of a proposal, only firms with
demonstrated experience and background in the work described above are
encouraged to respond to this request. Contract duration is 314 days.
Estimated cost range between $1,000,000 and $5,000,000. All
responsible sources may submit a proposal which will be considered.
Proposal due date is approximate. Solicitation available approximately
11-12-96. An ombudsman has been appointed to hear concerns from
offerors, potential offerors, and contractors during the preaward and
postaward phases of this acquisition. The purpose of the ombudsman is
not to diminish the authority of the contracting officer, the Source
Evaluation Board, or the selection official, but to communicate
concerns, issues, disagreements, and recommendations of interested
parties to the appropriate Government personnel and to work to resolve
them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes. Before
consulting with any ombudsman, interested parties must try to resolve
their concerns with the contract specialist or the contracting officer.
