States Naval Academy has a requirement for a Simplified Acquisition. I.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the Format in FAR Subpart 12.6, supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; written quotations are being
requested and a written solicitation will not be issued. II. This
solicitation number N00161-96-Q-0117 is issued as a request for
quotation (RFQ). All reference to ``offers'' are understood to be
``quotation''. III. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 38. IV. FAR 52.219-6, Notice of Total Small Business
Set-Aside is hereby incorporated. The standard Industrial
classification code is 37 and the small business size standard is 500.
V. A list of contract line item number and item, quantity and unit of
measure is: Clin 0001 Sunfish Laser Sailboats. VI. Description of
requirements for the item to be acquired is: Make: Sunfish Laser
Sailboats. Clin 0001: Sunfish Laser Sailboat, Quantity 10 each. Single
handed white on white sailboat. Planing hull sailboat designed to be
sailed by one person, but capable of being sailed by either one or two
persons. Unsinkable, fiberglass, round bottomed hull with foam cored
deck. Capable of self rescue from a capsize, with a self bailing
cockpit. Hull weight of 130 lbs (+/- 5 lbs). Inspection port, fittings,
and hiking strap installed in hull. Length overall (LOA) 14 ft
(+/-4''). Beam 4'6'' (+/-2''). Deck shall have not skid surface on
appropriate spaces. Hull and deck shall be colored white using
polyester gel coat. Unstayed cat rig with two piece aluminum mast.
Aluminum boom with fittings. Complete running and standing rigging to
include boom vang, cunningham, traveler, mainsheet and outhaul. Boat
capable of being rigged and sailed without shrouds, spreaders, forestay
or halyards. Fiberglass, foam cored daggerboard and kick-up rudder
blade. Draft of less than one foot with daggerboard up, and draft of
less than 4 ft with daggerboard down. Tiller & tiller extension of
either aluminum or wood. Aluminum kick-up rudder head. Singlehanded
sailboat must be appropriate for beginning and advanced sailors in an
institutional sailing program. Singlehanded sailboat must be capable of
being raced, and must be recognized as an international class by the
International Yacht Racing Union. Must comply with one design class
racing rules and come complete with racing equipment package, including
mainsheet ratchet block, racing quality lines and aluminum clam cleats.
Singlehanded sailboat must be delivered to the U S Naval Academy
complete and ready to rig and sail away directly from the shipping
carton. VII. F.O.B. Destination: Robert Crown Sailing Center, U S Naval
Academy, 601 Brownson Road, Annapolis, MD 21402-5043. VIII. FAR
52.212-1, Instructions to Offers- Commercial Item, is incorporated by
reference and applies to this acquisition. IX. Evaluation: The
Government will award a purchase order resulting from this
solicitation/request for quotation to the responsible offeror whose
quotation conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used to evaluate quotations; (i) technical capability
of the item/service offered to meet the Government requirements and
(ii) price. Technical is approximately equal to price in terms of
evaluation. X. Offerors shall include a completed copy of the provision
at FAR 52.212-3, Offerors Representations and Certifications Commercial
Items, and DFAR 252.212-7000, Offeror Representations and
Certifications- Commercial Items, with its written quotation. XI. FAR
52.212-4, ``Contract Terms and Conditions-Commercial Item'' is
incorporated by reference and applies to this acquisition and resulting
purchase order. The following terms and conditions are added as an
addendum to this clause: Type of Purchase Order. The resulting purchase
order will be a firm-fixed price purchase order. XII. Far 52.212-5,
