Value Solicitation No. DAAB07-96-R-J701 is for a Tactical Endurance
Synthetic Aperture Radar (TESAR) Automatic Target Recognition (ATR)
System. This solicitation will be for a cost plus fixed fee contract in
support of PM TESAR. The soliciation will include a performance
specification. The TESAR ATR system will provide ATR capabilities, both
hardware and software, utilizing an existing Synthetic Aperture Radar
(SAR). The TESAR ATR system will act as an image analyst aid by
providing automatic target cueing and/or automatic target
identification information of military ground and missile order of
battle targets. The contractor will design, build, integrate, test,
deliver and deploy two (2) TESAR ATR systems (hardware and software/ATR
algorithms) along with two (2) interface kits within 18 months for a
target total contract cost of $4.8M. Draft documents are currently
posted on the Electronic Bulletin Board. The final solicitation is
anticipated to be released on or about 4 October 1996. The U.S. Army
Communications Electronics Command (CECOM) has established an
Electronic Bulletin Board (EBB) to provide electronic transmittal of
Request for Proposals (RFPs) and Invitations for Bids (IFBs) from
Government to Industry. All interested parties wishing to do business
with CECOM are invited to access, operate, send and receive data from
the CECOM EBB system. To become a user of the EBB, you will need an
identification code and password in addition to a computer terminal
equipped with the necessary hardware and software to interface with the
EBB system. A user's identification code and password will be issued
upon request along with instructions for downloading the EBB User's
Manual. All requests must include (1) company name, (2) point(s) of
contact name(s) and title(s), (3) return address(es) and (4) telephone
