The anticipated award date will be 15 Nov 96. Written procedure will
be used for this solicitation. No telephone requests. Only written or
faxed requests received directly from the requestor are acceptable. All
responsible sources solicited may submit a bid, proposal, or quotation
which shall be considered. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

916-643-5209 if your concerns are not satisfied by the contracting

AFMC Blue Ribbon Contractor program may apply. While price will be a
significant factor in the evaluation of offers, the contract award
decision may be based on a combination of price, price related factors,
and past performance factors as detailed in the solicitation. We
request that you exercise prudence before requesting a complete
solicitation package. The Government incurs a cost in excess of $1.00
for each data card produced. It is recommended that prior to requesting
a full solicitation package, you review the National Stock Number
(NSN), part number and description of the asset/service in order to
determine your capabilities to produce the asset/perform the service
