NOTICE: THIS ANNOUNCEMENT IS IN TWO PARTS. PART 1 of 2 PARTS:
A--INTRODUCTION: Wright Laboratory (WL/MLI) is interested in receiving
proposals (Technical and Cost) on the research effort described below.
Offerors are solicited from consortiums with at least three (3)
university members or from a single entity with at least three (3)
university team members or a single university with at least two other
universities as team members. Inclusion of Historically Black Colleges
and Universities/Minority Institutions, small and/or minority
businesses in the membership of the consortium, or as team members to
a single entity, is highly encouraged. Proposals in response to this
PRDA shall be submitted by 05 November 1996, 1500 hours Eastern
Daylight Time, to Wright Laboratory, Directorate of Research and
Development Contracting, Attn: Bobbi Cunningham, WL/MLKM, Bldg 7, Area
B, 2530 C Street, Wright-Patterson AFB OH 45433-7607. Because work
will be performed primarily at Wright-Patterson Air Force Base (WPAFB),
the consortium/entity (hereafter termed ''offeror'' or ''recipient'')
shall be prepared to establish an office located within a 100 mile
radius from WPAFB. Substantial involvement by the Government Project
Engineer is anticipated. Proposals submitted shall be in accordance
with this announcement. Proposal receipt after the cut-off date and
time specified herein shall be treated in accordance with restrictions
of FAR 52.215-10. A copy of this provision may be obtained from the
contracting point of contact. There will be no other solicitation
issued in regard to this requirement. Offerors should be alert for any
PRDA amendments, including those that may permit subsequent submission
of proposal dates. Offerors should request a copy of the WL Guide
entitled ''PRDA and BAA Guide for Industry''. This Guide was
specifically designed to assist offerors in understanding the PRDA/BAA
proposal process. In addition, a supplemental package of proposal
information should be requested from Ms. Cunningham. The ''PRDA and BAA

access or download the information from the Home Page. B--REQUIREMENTS:
(1) BACKGROUND: The goal of this program is to provide intermittent
research, at the undergraduate and graduate-level, in the technical
areas specified, by students (U.S. citizens only) who are attending
institutions of higher learning. Technical projects will be in the
areas of materials, physics, chemistry, mathematical sciences,
mechanics, solid state electronics and metallurgy. Work will generally
be performed at WPAFB where specialized equipment is available for
selected scientific and engineering work. The nature of this effort
requires frequent visits to WPAFB to manage ongoing projects and also
requires close coordination between recipient personnel and the Air
Force during initiation and completion of each individual work effort.
(2) TECHNICAL DESCRIPTION: (a) To provide R&D in support of the
technical areas listed below. Discussions shall be held with the
Government scientists who initiate each project in order to determine
the knowledge/skill required for the project. The recipient shall make
arrangements to provide the required knowledge/skill and arrange work
schedules for each project suitable to both the research and
Government milestones. Prior to the initiation of work on an individual
project, the Government will request and the recipient shall estimate
costs for the work required to be performed. Each research project
shall be initiated by written authorization by the Project Engineer in
the case of a cooperative agreement. If a contract is issued, the
Procurement Contracting Officer will provide written authorization. The
recipient shall administer each project after authorization is given to
proceed. The Government Project Engineer shall be notified if there
will be any schedule conflicts. The recipient shall ensure that the
project has a completed schedule. Administrative assistance shall be
provided to the researchers in documenting the effort and whenever such
assistance is needed in the execution of authorized projects, (b)
Projects: Scientific and engineering research in support of the
technical areas listed below will be authorized by individual research
projects which occur throughout the term of the program, as required
by the Government. The work will not include services of an
administrative or clerical nature. Potential R&D areas shall include
but not be limited to: Materials Process Design, Advanced Metals, Metal
Matrix Composites, Ceramics, Materials Behavior, Metals Processing,
Ceramic Composite Behavior, Nondestructive Evaluation, Structural and
Electronic Failure Analysis, Corrosion Control, Engineering and Design
Data, Electronic and Optical Materials, Hardened Materials, Structural
Materials, Mechanics and Surface Interactions, Polymers and
Nonstructural Materials. C--DATA AND OTHER DELIVERABLES: (1) DATA: It
is anticipated that the following reporting will be required: (a)
annual and final technical reports - including all active projects and
those completed during the reporting period, (b) presentation material
as required, (c) financial information reports, (d) informal technical
and scientific reports as required. Note: If proposing a contract, the
following data submissions would be required instead of the
aforementioned data deliverables: Funds and Man-Hour Expenditure Report
(Monthly, DI-FNCL-80331), Contractor's Billing Voucher (Monthly,
DI-MISC-80711/T), Contract Funds Status Report (Monthly, DI-F-6004B),
Scientific and Technical Reports - Interim Report (Each Task,
DI-MISC-80711), Scientific and Technical Reports - Final Report (One
Required, DI-MISC-90711), Presentation Material (As Required,
DI-ADMN-81373). (2) REVIEWS: A Kickoff Meeting shall be held at WPAFB
within two weeks after award of the agreement. Informal working
gathering to review the status of ongoing projects will be held at
WPAFB as required. The Final Review from the overall cooperative
agreement and from each ending project shall be held at WPAFB.
D--SPECIAL CONSIDERATIONS: (1) INTERNATIONAL TRAFFIC IN ARMS
RESTRICTIONS (ITAR): ITAR requirements do not apply to this effort. (2)
SECURITY REQUIREMENTS: This effort is unclassified. E-- ADDITIONAL
INFORMATION: (1) ANTICIPATED PERIOD OF PERFORMANCE: It is anticipated
that this effort will be 60 months in length. (2) EXPECTED AWARD DATE:
16 Dec 96. (3) GOVERNMENT ESTIMATE: The Government anticipates a
single award profile of $1M in FY97, $1.085M in FY98, $1.093M in FY99,
$1.1M in FY00, $1.1M in FY01 and $425K in FY02. This funding profile
is an estimate only and not a promise for funding as all funding is
subject to change due to Government discretion and availability. (4)
TYPE OF CONTRACT: Cooperative Agreement. Other types of acquisition
instruments (Indefinite Delivery/Indefinite Quantity cost-type
contracts, for example) will be considered if appropriate. Any grant or
cooperative agreement awarded will be cost (no fee). (5) GOVERNMENT
FURNISHED PROPERTY (GFP)/BASE SUPPORT: Base support will be provided
during the period of performance. Base support will be provided at
Materials Directorate in the form of office space, office furnishings,
administrative assistance, work space, and related equipment in
Buildings 651, 652, 653, 654, and 655. The base support is being
provided by Wright Laboratory. (6) SIZE STATUS: For the purpose of this
acquisition, the size standard is 500 employees (SIC 8731). (7) PUBLIC
LAW 98-94: Public Law 98-94 is not applicable to this effort. END OF
