A -- COOPERATIVE MATERIALS RESEARCH PROJECT. THIS ANNOUNCEMENT IS IN TWO PARTS. THIS IS PART 2 OF 2 PARTS. SOL PRDA NO. 97-25-MLK DUE 110596 POC Bobbi Cunningham, Contract Negotiator, WL/MLKM, (513) 255-5936. A. PART 2 OF 2 PARTS - COOPERATIVE MATERIALS RESEARCH PROJECTS PRDA NO. 97-25-MLK. F--PROPOSAL PREPARATION INSTRUCTIONS: (1) GENERAL INSTRUCTIONS: Offerors should apply the restrictive notice prescribed in the provision of FAR 52.215-12, Restriction on Disclosure and Use of Data, to trade secrets or privileged commercial and financial information contained in their proposals. A supplemental package containing important information about the program is available by downloading from the Internet (see download information contained in paragraph A - Introduction of this announcement, or, if unable to download or access, by written request (facsimile is acceptable) to Bobbi Cunningham, WL/MLKM, Bldg 7, Area B, 2530 C Street, Wright-Patterson AFB OH 45433-7607, Phone (513) 255-5936, FAX (513) 255-9217. The offeror shall submit technical and cost proposals in separate volumes with the above PRDA number reference on all proposal volumes. The offeror's proposal shall remain valid for a period of one hundred eighty (180) days from the proposal due date. All responsible sources may submit a proposal which shall be considered against the criteria set forth herein. Offerors should consider instructions contained in the ''WL PRDA and BAA Guide for Industry'' referenced in Section A of this announcement. Further questions regarding proposal preparation should be directed to one of the points of contact specified below. Offerors are advised that only Grants Officers are legally authorized to contractually bind or otherwise commit the Government. (2) COST PROPOSAL: The accompanying cost proposal/price breakdown shall be supplied, together with supporting schedules, and shall provide a person-hour breakdown by calendar year. Cost-sharing and in-kind contributions are highly encouraged, and details of such should be specified in the cost proposal. The offeror shall submit one (1) original plus four (4) copies of the cost proposal. Proposals must reference PRDA Number 97-25-MLK. (3) TECHNICAL PROPOSAL: The technical proposal shall include a discussion of the nature and scope of the research and the technical approach. The offeror shall submit one (1) original plus six (6) copies of the technical proposal. As part of the technical proposal, the offeror shall include the following information: (a) significant results and accomplishments of past work in the technical areas proposed, (b) descriptions of available equipment, computer, data, and facilities, (c) resumes of key personnel who will be participating in the effort, (d) the offeror's management approach to accomplish the proposed effort, including, (1) establishing planning and control procedures that apply to the project, e.g., status reports, project management and meetings, (2) establishing and negotiating projects, (3) recording and reporting performance for overall management and administrative activities, (4) surveying of educational institutions locating potential candidates, accepting applications and interviewing those candidates found applicable to specific projects, (5) establishing procedures for cost management and vouchering, (e) the proposed Statement of Work (SOW) detailing the technical projects proposed to be accomplished under the proposed effort and suitable for incorporation in this program. Offerors should refer to the WL Industry Guide referenced in Section A to assist in SOW preparation. The offerors shall refer any questions concerning SOW preparation to the Technical Point of Contact cited in this announcement, (f) the proposed response to the technical projects as set forth in the supplemental package. (4) PAGE LIMITATIONS: The offeror shall limit the technical proposal to a maximum of fifty (50) pages (12 point or larger type), double-spaced, single-sided, 8.5'' x 11''. If the offeror exceeds the specified page limit or provides pages not meeting the type-size restrictions, the Government will not read or consider the non-compliant pages. There are no page limitations on the cost proposal, however, it is requested that offerors keep cost proposals to twenty-five (25) pages as a goal. The Government requires a separate technical and cost proposal for each technical project described in the supplemental package using the same terms as stated for the basic proposal. (5) PROPOSAL ON DISK: It is requested, but not required, that in addition to the hard copies, the offeror also submit the technical proposal on Macintosh or DOS 3 1/2'' floppy disk(s) in Microsoft Word 6.0 format. (6) PREPARATION COST: This announcement does not commit the Government to pay for any response preparation cost. The cost of preparing proposals in response to this PRDA is not considered an allowable direct charge to any resulting or any other agreement/contract award. The cost may be, however, an allowable expense to the normal bid and proposal indirect cost as specified in FAR 31.205-18. G--BASIS FOR AWARD: The selection of one or more sources for award will be based on an evaluation of an offeror's response (both technical and cost aspects) to determine the overall merit of the proposal in response to this announcement. The technical aspect, which is ranked as the first order of priority, shall be evaluated based upon the following criteria which are listed in descending order of importance with understanding the problem and compliance with requirements being of equal importance: (a) soundness of approach, (b) understanding the problem and (c) compliance with requirements. Cost, which includes consideration of proposed budgets and funding profiles, is ranked second order of priority. Specifics of the evaluation criteria to be used are contained in the supplemental package discussed previously. No other evaluation criteria will be used. The offeror shall identify technical data or computer software to be delivered with other than unlimited rights. The technical and cost information will be evaluated simultaneously. The Air Force reserves the right to select for award of a contract, cooperative agreement, or grant any, all, part, or none of the proposal(s) received. (3) An Ombudsman has been appointed to hear concern from offerors and potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. All potential offerors should use established channels to maintain strict confidentiality as to the source of the concern. The Ombudsman will participate in the evaluation of proposals or in the selection decision.
