SYSTEM OF DRUG EVIDENCE SUBMITTED TO NON FEDERAL FORENSIC CRIME

U.S. Department of Justice, Drug Enforcement Administration is seeking
interested sources to develop and maintain the results of analyses of
drug evidence submitted to non-federal forensic crime laboratories on
a computerized data collection system. Should the DEA pursue a
contract for this system;, the potential contractor must demonstrate
its capability to provide experience in the fields of forensic science,
drug analysis, data collection and analysis, automated data processing,
statistics and program planning. System requirements must be
statistically relevant and include: a system to complement existing
data sources to provide a more accurate and statistically valid picture
of drug availability; to detect new and/or changing trends in drug
abuse; and to enable the U.S. to better estimate the availability,
abuse and trafficking of substances in support of domestic an
international drug scheduling and other actions. It is anticipated that
this requirement shall consist of three activities. The first activity
is to recruit a statistically representative national sample of
laboratories according to size, geographic location, type of laboratory
and location served. Most of these laboratories must identify
non-controlled substances and determine drug purity for some
substances. The second activity is to collect data from these sources
for the following data elements: laboratory and police cases, exhibit
and sample number, date and location of seizure or purchase; analysis
results including primary substance identification, form, gross and net
weights, purity, secondary drugs, souce (clandestine or legitimate),
manufacturer and brand name; other information including circumstances
under which drug was obtained (seizure, purchase, lab, traffic stop,
etc), consequences of incident, and demographic data. The third
activity of this project would be to electronically process data from
this system from an estimated 30k-40k exhibits monthly with the initial
group of laboratories. The potential contractor must demonstrate its
capability to collect data in a variety of forms or standardize the
data collection process through a uniform hard copy or electronic
report. DEA and other designated government agencies shall be provided
access to query the system using remote terminals. DEA would require
standard monthly reports as well. Interested sources shall identify
whether this system has already been developed (commercial item), if it
has experience developing similar systems, or its capabilities to
develop such a system. At this time the government does not anticipate
holding a presolicitation conference, or release of a draft RFP. Any
interested sources should submit a capabilities statement and other
information required herein writing to the Contract Specialist
identified above within 30 days of this notice date in order to
participate in this development process. Interested parties are not
