The Internal Revenue Service (IRS) anticipates contracting for software support services, training, and hardware maintenance services from the original equipment manufacturer (OEM), BancTec Systems, Inc. of Silver Spring, Maryland, at the following IRS locations where BancTec systems are currently located: Andover, MA, Atlanta, GA, Austin, TX, Brookhaven, NY, Covington, KY, Fresno, CA, Kansas City, MO, Memphis, TN, Ogden, UT, and Philadelphia, PA. Software support only will be required at IRS locations in the Washington, DC metro area. These locations may change during the anticipated contract period of one year beginning 10/1/97 plus four, one-year options to extend. This is a follow-on to IRS Contract No. TIR94-0083. The IRS requires maintenance, software support, and training for the following BancTec hardware: Model TRP-700 Plus Data Entry Stations, Model 9400 Document Processing Systems, and Remittance Data Concentrators (RDC-2) which interface to both the TRP-700s and the 9400s. Each RDC-2 unit includes a 1600 bpi tape drive and a 600 1pm line printer. Remedial hardware maintenance is required Monday through Friday, year-round, excluding federal holidays, as follows: on an on-call or an on-site basis with a two-hour response time during the 9-hr. Principal Period of Maintenance (PPM), on an optional on-call basis up to 18 consecutive hours per day (extended PPM), and on an optional hourly basis outside the PPM or extended PPM up to 24 hours a day, seven days a week, including holidays. Preventive hardware maintenance is also required conforming to the OEM's specifications. BancTec Systems, Inc. is the only known source who can provide immediate accessibility of spare parts and hardware maintenance, training, and software support to develop, update, modify, document, install and maintain the customized BancTec Applications Software, the proprietary BancTec Operating System and Utilities Software, and the proprietary BancTec Communications Interface for its Local Area Network (LAN). See Notes 22 and 26. All responsible sources may submit a proposal which shall be considered by the agency, however, if such a source believes it is qualified and has the capabilities to provide all of the required services, it must adhere to Note 22 and immediately notify the IRS Contract Specialist in writing and submit all necessary information documenting its qualifications, capabilities, and experience including names, addresses, and phone nos. of specific clients for whom it has provided all of the required services. Oral or written inquiries without this essential information will not be accepted or considered. If no acceptable responses are received within 45 calendar days after publication of this notice, no subsequent notice will be provided prior to a contract award on a sole-source basis with BancTec.
