Technical Assistance Services for HBCUs/MIs. This is a request for information and a market survey to determine if there are any responsible private sector offerors who are interested in, and capable of, providing technical assistance to historically black colleges and universities (HBCUs) and minority institutions (MIs) across the country which warrant such assistance and seek to participate in Air Force contracts and grants. The Air Force is considering a future solicitation for this requirement, which could result in a single three year (base period plus two one-year options) contract. The Secretary of the Air Force's Office of Small and Disadvantaged Business Utilization requires technical assistance for cited HBCUs/MIs: (a) using seminars (two or more); (b) providing hands-on instruction in contract and grant proposal preparation; (c) assisting HBCUs/MIs in their self-assessment of capabilities to participate in externally funded opportunities with the Air Force; and (d) facilitating the development of HBCUs/MIs to coalesce with other institutions of higher education (IHEs) and small business concerns (with a record of demonstrated success in Air Force funded programs) to jointly compete for Air Force contracts and grants. At this time, the Government has no firm requirement for this effort; this is a request for information and market survey, only. However, the Government will use the information obtained from this notice to understand the capabilities of the market place. All interested parties should provide, at no cost to the Government, full descriptive literature demonstrating their capabilities to provide the above requirements, within ten calendar days after publication of this notice. All of the literature provided in response to this synopsis will become property of the Federal Government and will not be returned. To be considered capable, offerors must possess and maintain the ability to be within two hours commuting time of the Pentagon, Washington DC and demonstrate the following: (1) general knowledge of, and experience with, Air Force programs; HBCUs/MIs and HBCU/MI executive orders, legislation, and federal regulations; (2) proof of past performance as it pertains to this relevant experience; and (3) corporate capabilities in providing instruction in contracts/grants and/or proposal preparation, federal market counseling and consulting, statistical and trend analysis, pre-/post-award sponsored program administration, collaborative work between IHEs and small business concerns, PC and MacIntosh applications (windows, DOS internet; and other mainstream applications), and technical reporting.
