The Government proposes to solicit the following services utilizing Simple Acquisition Procedures to provide all labor, equipment, transportation and supervision necessary to collect, remove and dispose of untreated waste water from the US Coast Guard Housing Site Point Reyes, California, to the US Coast Guard Training Center, Petaluma, California, beginning 1 January 1997 through 30 September 1997. This solicitation and resulting award will be subject to the Small Business Competitiveness Demonstration Program. The Request for Quotation (RFQ) will be issued on or about 7 October 1996. The applicable SIC Code is 4953 and the small business size standard is $6 million average annual receipts for the preceding three fiscal years. All responsible sources may submit a quote which shall be considered by the agency. When calling, be prepared to state the RFQ number. SPECIAL NOTE: For Minority, Women and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU) has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.00.
