T -- HIGH-SPEED CCD CAMERA SOL 9-BH3-03-6-21P DUE 090696 POC Contract Specialist: Robert Wilson, (713) 483-8508 Contract Officer: Bill Joiner, (713) 483-4075 This notice is a combined Synopsis/RFO for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement contstitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responsible sources may submit a proposal which shall be considered by NASA. This notice is being issued as a Request for Offers (RFO) for ONE CCD camera system based on a thinned, back-illuminated CCD detector. The Government intends to award this contract on a sole source basis to Pixel Vision, Inc. of Beaverton, Oregon (see numbered notes 1 and 22). The detector is to have 1024 x 1024 light-sensing pixels, each 12 microns square. Quantum yield to be 85% or better at 6000 A. The CCD chip architecture shall be frame-transfer with four output ports, capable of reading out at 200 frames per second at 16 x 16 binning. Readout noise at this rate to be less than 15 electrons per pixel. Faster and slower rates will be possible, with corresponding changes in readout noise. Vertical full well capacity to be greater than 60,000 electrons. The camera is to be installed in a dewar, provided with thermoelectric cooling, and a large window that is antireflection coated for visible wavelengths. PC-based software and controller card with complete documentation is to be provided for operation of the camera. Control features must include control of frame rate, on-chip binning, and time-delayed integration operation. The format of the data output is to be determined by consultation between NASA and the contractor. It is intended to operate the camera at a location approximately 50 feet from the control computer and the data acquisition computer, and appropriate provisions must be made for this in cabling and connectors. This procurement is being conducted under the NASA Midrange Pilot Test Program approved by the Office of Federal Procurement Policy. The provisions and clauses in the RFO are those in effect through FAC 90-40. This procurement is a total small business set-aside The offeror shall complete FAR 52.212-3, Offerors Representations and Certifications - Commercial Items, and submit it as part of their offer. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this solicitation. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, is applicable. The offeror shall state in their offer their size status for this procurement. The SIC code and the size standard for this procurement are 3861 and 500 employees, respectively. Selection and award will be made to the lowest priced, technically acceptable offeror in accordance with NFS 1871.401-3(b). Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to show that the product offered meets the Government's requirement. The DPAS rating for this procurement is DO-C9. Offers (including FAR 52.212-3, Offerors Representations and Certifications - Commercial Items) are due 15 days after the date this notice is published. Offers shall be submitted to the contract specialist at the address specified above, or offers may be faxed to the contract specialist at (713) 483-6038, followed up with the original by mail. Questions regarding this acquisition must be submitted to the contract specialist. An ombudsman has been appointed to hear concerns from quoters, potential quoters, and contractors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of quotes, the source selection process, or the adjudication of formal contract disputes.
