Supply Center, (DSCC) and DLA are searching for dealers or distributors
of miscellaneous vehicular, engine and power transmission spare parts
interested in participating in a pilot project to demonstrate their
systems for ordering, acquisition and distribution that is both
possible and profitable for both DLA and dealers/distributors to source
spare parts. The project will consist of high volume price list and
non-price list (NPL) items as well as low volume hard to find items.
The parts will be used by US armed forces in overseas locations. The
types of parts will be determined in advance utilizing existing
databases of CAGE codes. 2. Prerequisites: a. Successful performance on
government contracts for the past three (3) years. B. The ability to
source miscellaneous vehicular engine and power transmission equipment
and provide delivery based on the priority of the document. C. The
ability to communicate by electronic commerce/ electronic data
interchange (EC/EDI) using the conventions and formats prescribed by
the American National standard institute (ANSI)-X12 and the Department
of Defense (DOD) guidelines for the transfer of acquisition data and
invoicing. DLA will be using a distribution point with connections to
value added networks (vans) for passing data in ansi-x12 format. D. The
ability to provide either original equipment manufacturer'S (OEM) parts
or equal as Long as they meet the form, fit, function and quality of
the original. E. The ability to communicate directly with the customer
on matters of technical questions. F. The ability to provide direct
vendor deliveries to overseas military customers. 3. Contractors are
invited to participte in this pilot project by submitting a technical
proposal that describes how responses to requests for high and low
volume items will be handled, based on the priority of the
requirements. The proposal must address the contractor'S ability to
ship directly to oconus customer as well as to consolidated
containerization point for oconus shipments. Address specifically the
startup in addition to the concept of operation. The proposal should
also address specific business practices, customer support and the type
of contractual arrangements. No specific proposal format is required,
however there is a need to be clear and concise. No elaborate proposals
please. Contrctors should submit three (3) copies of their proposals to

DSCC.DLA.MIL. the first page of the technical proposal must contain:
company name, Commercial and Government Entity (CAGE) code, point of
contact and phone number. 4. In addition to the technical proposal,
contractors are also required to complete a qualification survey that
will be used to evaluate and select distributors best suited to provide
commercial automotive equipment spare parts distribution. Scoring will
be based on a series of evaluation factors that correspond to each of
the three survey sections: technical (equipment, hardware, software);
distribution capability (facilities, personnel, historical
performance); and management (financial management and standing,
quality program). The qualification survay package can be obtained from
DSCC by faxing or e-mailing your company name, address and point of
contact to MS. Kathryn rose. 5. Scoring of the qualification survey and
proposals will be performed by an evaluation board of representatives
from DSCC. Information provided by contractors will be used solely for
the purpose of government evaluation and will be held as proprietary
data. Individual proposals and survey responses will be evaluated based
on acceptability or unacceptabilty without regard to other submissions
under this BAA. The COST of preparing proposals and survey responses
in response to this announcement is not an allowable direct charge to
any resulting contract or any other contract, but may be an allowable
expense to the normal bid and proposal indirect COST in FAR 31.205-18.
6. Responses will be evaluated upon receipt and multiple awards may be
made. This BAS expires six (6) months after date of publication,
however, the cutoff date for proposals is 30 days from date of
publication. DSCC will evaluate proposals for up to 60 days with an
award date of December. It is intended to begin the test beginning
January 1, 1997. No solicitation document exists. No telephone
inquiries accepted. All questions and comments should be directed to
