Non-personal service -- software maintenance. Contractor shall furnish all labor, tools, technical data, parts and materials to perform essential software maintenance on Government owned Signal Processing Workstation for period of one year (01 Oct 96 through 30 Sep 97). Closing date for receipt of proposal is on or about 28 Sep 96. It is our intent to make an award to Alta Group of Cadence Design System Inc., 919 E. Hillsdale Blvd., Foster City, CA 94404, on a sole source basis. Justification supporting sole source is the uniqueness of this software. There is no other company that manufactures or maintains this software. An Ombudsman has been appointed to hear significant concern from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be significant concerns should be communicated directly to the Contracting Officer, E. J. Rena, (315) 330-7518. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer or Program Manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division at (315) 330-7746. When requested the Ombudsman will maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of quotes or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
