The work to be performed under this project shall consist of providing all the labor, equipment, and materials to modify, fabricate and install a high pressure combustion air system and heater. Installation of a Government furnished liquid hydrogen tank, installation of a Government furnished RP/JP fuel tank, fabrication and installation of a liquid hydrogen fuel system, fabrication and installation of a RP fuel system, fabrication and installation of a JP fuel system, fabrication and installation of a test cell exhaust back pressure system, and fabrication and installation of a high pressure water system, all located in and around the Aero Combustor Facility, Bldg. 35-10 at the NASA Lewis Research Center, Cleveland, Ohio 44135. Construction estimated price range is between $500,000 and $1,000,000. An ombudsman has been appointed to hear concerns from offerors, potential offerors and contractors during the preaward and postaward phases of this acquisition. HOWEVER, BEFORE CONSULTING WITH ANY OMBUDSMAN, parties should first address their concerns, issues, disagreements, and/or recommendations to the contracting officer specified above for resolution. If resolution cannot be made by the contracting officer, concerned parties may call the installation ombudsman, Dr. Julian Earls, at (216) 433-3014. Concerns and issues which cannot be resolved at the installation may be referred to the NASA ombudsman, Tom Lluedtke, at (202) 358-2090.
