This is amendment 0001 to the synopsis/solicitation N00421-95-R-5305 for computers, peripherals and software that originally appeared in the CBD on Friday, September 6, 1996, Issue No. PSA-1674. The purpose of this amendment is to answer questions from potential offerors. (2) QUESTION: Our assumption is that this will be a single award contract, please confirm. (2) ANSWER: Confirmed. (3) QUESTION: The Government has specified quantity one of each CLIN, please describe the Government's evaluation model and how it will be used to determine the overall lowest price. (3) ANSWER: Of the proposals which are determined technically acceptable, the Government will add the price per CLIN and calculate the bottom line total amount. (4) QUESTION: Our assumption is that a proposal which includes those manufacturer and part numbers specified in the RFP will be evaluated as being technically acceptable. Please confirm. (4) ANSWER: Confirmed. No additional technical documentation, literature, etc. is required if proposing the manufacturer brand name; however, if other than the brand identified in the CLIN is proposed, then technical documentation is required. (5) QUESTION: The RFP states that all questions submitted before established closing time shall be addressed in a future amendment to be published in the CBD. The proposal is due 9/25/96. Does this imply that, if there are questions which can not be responded to via in the CBD prior to 9/25, the due date will be extended? (5) ANSWER: The due date is extended three (3) weeks from 25 September 1996 to 16 October 1996 as result of this amendment. (6) QUESTION: The Government has not specified any warranty requirement, please provide this information. Also, how will the Government establish a value of a bidder's proposed warranty in the cost evaluation? (6) ANSWER: The standard commercial warranty is required and no evaluation value is assigned to warranty. (7) QUESTION: What is the Government's intent for maintaining products purchased under this contract? (7) ANSWER: Maintenance for this equipment is not part of this requirement. And no further information is available. (8) QUESTION: Is it a requirement for CLIN 0010BG Digital Firewall for Unix DEC P/N QL-4F9A9-AA/NWZ to be DMS Firewall Plus X.400, x.500 and FORTEZZA compliant? (8) ANSWER: Yes. (9) QUESTION: What is meant by ''techically acceptable proposal and how will the Government ''judge'' which proposal shows the required capability, and exactly what criteria will be used to evaluate the offeror's technical capability. (9) ANSWER: To be technically acceptable the items you propose must meet the requirements of the solicitation. If proposing items other than identified in the solicitation, you must submit technical documentation, literature, etc. for evaluation. (10) QUESTION: Many CLINs (mostly items/parts of end items) have been discontinued by the manufacturers, without producing an officially acceptable substitute. What course of action do you recommend? (10) ANSWER: Submit in writing to the Contract Specialist (Regina Lewis, fax (301) 342-1864 or 1847) for such occurences, the activity will make a decision if substitutes will be required. If any changes are required an amendment will be released. (11) QUESTION: The RFP states that ''the offeror shall provide information confirming the price proposed ''e.g. current catalog prices or price list or three invoices for the same equipment..etc.'' Advise if a current price list suppled by a recognized main dealer/distributor will be sufficient to meet the requirement. (11) ANSWER: Use the commercial price list which is provided to all customers. (12) QUESTION: I can provide some of the equipment. Will be offer be considered? (12) ANSWER: The synopsis/solicitation states ''for bidding purposes provide pricing for one each per CLIN. If items are not bid that would automatically earn technically unacceptable as the Government intends to award to one offeror. (13) QUESTION: Please clarify ''the utilization of Small Business Concerns and Small Disadvantaged Business Concerns...etc. If responding to this solicitation is intended to be restricted or otherwise. (13) This requirement is not restricted to any small business concerns. This clause is for information purposes only. Response to this synopsis/solicitation should include acknowledgment of receipt of this amendment. The proposal due date is extended to 16 October 1996 at 2:30 p.m. EST. Any further questions regarding this procurement should be submitted in writing to Ms. Regina Lewis, fax (301) 342-1864 or 1847. The responses to those questions shall be addressed in a future amendment to be published in the CBD. (0263)
