Contract effort will include but not be limited to the performance of
field demonstrations of scintillation effects on radio frequency (RF)
propagation near and during solar maximum. The demonstrations will
collect data to support an assessment of the Defense Special Weapons
Agency (DSWA) ability to predict RF system effects due to nuclear
scintillation environments. This effort will allow DSWA to
significantly improve its confidence that current propagation codes
correctly predict signal degradation given the statistical character of
scintillation environments and to properly and significantly improve
the understanding of refraction effects near a nuclear fireball edge.
Contemplated period of performance is fifty-five (55) months plus the
regular reporting cycle. All contractor personnel will require a DoD
security clearance of SECRET. This procurement is 100 per cent
set-aside for small businesses. (See Numbered Note 1.) All responsible
