Previous advertisement for Southeast Louisiana Drainage Project,
Orleans Parish, Louisiana for the New Orleans District is hereby
corrected by deleting the selection criteria, and replacing it with the
corrected selection criteria. 3. SELECTION CRITERIA: See Note 24 for
general selection process. The selection criteria are listed below in
order of precedence (first by major criterion and then by each
sub-criterion). Criteria (a) - (e) are primary. Criteria (f) - (h) are
secondary and will be used only as ''tie-breakers'' among technically
equal firms. (a) Specialized work experience and technical competence
of the firm and its key personnel to perform the services listed
above. (b) Capacity (personnel and equipment) to submit the plans and
specifications and execute the E & D during construction within the
following time frames after contract award: prepare plans and
specifications - 15 to 18 months, provide engineering and design during
construction - approximately 2 years after construction contract award.
Provide the following minimum design personnel to perform work: 2 civil
engineers, 1 geotechnical engineer, 3 structural engineers, 1
electrical engineer, 1 mechanical engineer, 1 cost engineer, 3 CADD
technicians, 1 registered land surveyor, 1-three person topographic
survey crew, and 1 soils boring crew. (c) Professional qualifications
of the key design personnel available to work on these contracts in the
following disciplines: civil engineering, structural engineering,
geotechnical engineering, electrical engineering, mechanical
engineering, cost engineering, surveying (one registered land surveyor
and surveyors experienced in using total station data collection
system), and CADD. (d) Firm's knowledge of the project area. (e) Past
performance on Department of Defense (DOD), Sewerage and Water Board of
New Orleans, and other similar contracts. (f) Location of the design
firm in the general geographic area of the project. (g) Extent of
participation of small business, including small disadvantaged
business, historically black colleges and universities, and minority
institutions on the proposed contract team as measured as a percentage
