Quantity Contract to provide professional nonpersonal services
facilitating workshops. Work will be issued by indi vidual firm-fixed
price task orders. The amount for each task order will be the agreed on
price of a single facilitation/training session trip. The maximum
contract amount is $150,000 for a one year base period. The gov ernment
may, as an option, extend the contract an additional one year and issue
Task Orders at the agreed to price for the optional year. The maxi mum
for the optional year is $150,000. The Government obligates itself to
obtain no less than one trip during the term of the base contract and
no less than one trip during the term of the option year, if awarded.
Each task order will be for one week period in Korea with five days of
facilitating Partnering Workshops and Professional Development
Training. The purpose of the Partnering Workshops is to improve
relationships based on voluntary commitments to mutually-developed and
shared objectives that when realized, will lead to successful mission
accomplishment for all par ticipants. The purpose of the Professional
Development Workshops is to provide training in communication,
leadership, team building and strategic planning skills. Only one
person is expected to perform all the require ments of facilitating and
training for each task order. The Government anticipates between four
and 10 workshops will be held each year; however, this is not a
guaranteed quantity. Each task order will be awarded a minimum of 28
days prior to the beginning of the week of performing faci litation
services, unless the contractor agrees to accept a delivery order with
a shorter lead time. Facilities where the workshops are held and
transportation within the Republic of Korea will be arranged by the
Govern- ment. Transportation to and from the Republic of Korea is the
contractor's responsibility. U.S. flag carrier must be used. The
Government is avail able to make hotel reservations, however, the
Contractor is responsible for all hotel expenses incurred. Award shall
be made to the lowest priced technically acceptable offerer. Technical
acceptability shall be evaluated based on the solicitation's minimum
criteria for the following qualifications: (a) professional quali
fications of the firm's staff/consultants to be assigned to the
contract in the areas of partnering sessions and training workshops (b)
specialized experience in facilitating partnering sessions with
government agencies and training workshops that improve leadership,
communications, strategic plan ning and team building, which
successfully satisfied the requirements of the agency, and (c)
specialized experience working with the U.S. Army Corps of Engineer.
All responsible sources submitting timely proposals shall be
considered. Offerers must have on file in the issuing office a
completed Standard Form 129 (or comparable data) including information
from which eligibility and qualifications can be determined (This
information may be submitted with the proposal). Requests for
solicitation documents shall be made in writ ing and must state the
solicitation no. and description. Requests may be mailed to U.S. Army

Proposal No. DACA81-97-R-0002 shall be used to solicit propos als. This
is not a request for proposal. Anticipated date of issuance of RFP is
October 15, 1996. Award of contract is contingent upon availability of
