Department of Commerce has a requirement for a 3/4 length oil portrait of the Honorable Ronald H. Brown. This portrait will serve as the late Secretary's official portrait. The contractor shall paint the oil portrait, properly frame and deliver the portrait to the Herbert C. Hoover Building for hanging. Circumstances require painting the portrait from photographs and other likenesses of the late Secretary. Family members must be consulted on expressions, gestures, stances, or poses that are appropriate and consistent with the Secretary's bearing and manner, also the clothing in which he will be represented. The vendor will consult with Brown family members, and the Department of Commerce, as needed, to coordinate and successfully complete this activity. The Government will evaluate the contractor in the following areas: I. Artistic Style and Ability (50 percent) - The offeror shall provide a portfolio or other samples of past work that will clearly represent the individual style, talent and ability of the artist in performing activities of this nature, i.e., rendering 3/4 length, formal, oil portraits of individuals. Any materials submitted by an offeror will be returned on request. II. Experience in this Area (25 percent) - The artist shall show experience in painting individuals from other than personal sittings, and describe the approach they propose to ensure an accurate likeness of Secretary Brown, reflecting his personality, bearing and manner. III. Past Performance (25 percent) - The offeror shall provide information in rendering official portraits of government officials, particularly Federal cabinet members. This includes name and telephone number of a point of contact. The Government will conduct a performance risk assessment based upon the quality of the offeror's past performance as it relates to the probability of accomplishment. When assessing performance risk, the Government will focus its inquiry on the past performance of the offeror as it relates to the contractor's record of standards of good technique, contract schedules and commitment to customer satisfaction. Offeror's response must be sufficient to allow the Government to evaluate the offeror's ability to meet the requirements. Based on the factors above, the Government's risk assessment will be made by the following definitions: (1) High Performance Risk - Based on the offeror's submission, significant doubts exist that the offeror will successfully perform the required effort. (2) Moderate Performance Risk - Based on the offeror's submission, some doubts exists that the offeror will successfully perform the required effort. (3) Low Performance Risk - Based upon the offeror's submission, little doubts exist that the offeror will successfully perform the required effort. Prospective offerors have until September 27, 1996 to submit the above cited information. Also, prospective offerors shall submit their completion date and pricing for the portrait, frame and delivery. The selection decision will take into account the Contractor's capability to meet the above cited requirements. Although price will not be weighted or scored price is important. The Government will perform a ''best buy analysis'' and award will be made to the quoter whose quotation is most advantageous to the Government. Although technical is considered paramount to cost, the closer the technical scores, the more important cost becomes. Accordingly, the Government may issue a purchase order to other than the lowest priced offer, or other than the offer with the highest evaluation rating. The Government will make a single award resulting from this annoucement. (0263)
